The All-India Congress Committee (AICC) president Mallikarjun Kharge has approved the appointment of district Congress presidents for Kinnaur and Shimla Rural, ending a prolonged wait that had been stalled due to internal party differences. Nigam Bhandari has been named the District Congress Committee (DCC) chief for Kinnaur, while Hari Krishan Himral will head the Shimla (Rural) unit.

Appointments end months of uncertainty

The appointments in these two districts had been kept on hold for an extended period because of disagreements among party leaders, particularly in Kinnaur. The delay had created uncertainty and raised questions about the party's organisational strength in the region. With Kharge's approval, the Congress aims to strengthen its grassroots presence ahead of upcoming electoral engagements.

Bhandari appointment seen as politically significant

Nigam Bhandari's appointment is being viewed as politically significant as he is considered a rival of Revenue Minister Jagat Singh Negi. Bhandari, a former Himachal Youth Congress president, currently serves as the National General Secretary of the Indian Youth Congress. His elevation to the DCC chief position in Kinnaur is expected to reshape the power dynamics within the district party unit.

According to sources, Bhandari's rise has been closely watched, given his past role in youth politics and his current national responsibilities. The move is seen as a balancing act by the high command, which has to manage competing factions within the state unit.

Minister Negi expresses displeasure

Revenue Minister Jagat Singh Negi openly expressed his displeasure over Bhandari's appointment. Negi remarked that the decision could demoralise dedicated party workers who have been with the Congress through thick and thin. He specifically pointed out that individuals who remained silent against the Bharatiya Janata Party (BJP) while the Congress was in opposition were now being rewarded with key positions.

Stressing the need for internal democracy, Negi said that the views of long-serving organisational members should be considered before such appointments are made. His comments highlight the underlying factionalism within the Himachal Pradesh Congress, which has often spilled into public view.

Internal differences persist

The delay in appointing district chiefs for Kinnaur and Shimla Rural was attributed to factional tussles. In Kinnaur, the rivalry between Bhandari and Negi had paralysed the decision-making process. The high command's intervention was seen as necessary to break the deadlock, but it has not fully resolved the underlying tensions.

Similarly, in Shimla Rural, the selection of Hari Krishan Himral was reached after consultations with various stakeholders, though the process was not without its challenges. The party hopes that both appointees will work to unite the cadre and prepare for future elections.

Looking ahead

With these appointments, the Congress has filled all district Congress committee positions in Himachal Pradesh. The party now aims to focus on organisational strengthening and election preparedness. However, the public dissent from a senior minister like Jagat Singh Negi indicates that internal harmony remains a work in progress.
