The Congress high command has directed Karnataka Chief Minister DK Shivakumar to maintain a zero-tolerance policy towards lobbying for ministerial positions, sources said on Tuesday. Shivakumar, who took oath as Chief Minister on June 3, along with 13 other ministers, now faces pressure to fill the remaining 20 cabinet berths.
High command's strict message
According to party insiders, the top brass conveyed that Shivakumar should not entertain any requests or recommendations from MLAs and leaders seeking cabinet posts. The directive comes amid hectic lobbying by aspirants for the vacant slots. A senior Congress leader stated, "The party is clear that merit and seniority will be the only criteria, not recommendations."
Cabinet expansion timeline
Shivakumar's current cabinet has 34 members, including the Chief Minister, leaving 20 positions unfilled as per the constitutional limit of 34 ministers (excluding the CM). The expansion is expected in phases, with the first round likely after the monsoon session of the legislature. Sources indicate that the party wants to avoid any factional fights and ensure a balanced representation of regions and communities.

Political analysts say the delay in expansion could affect governance, as several key portfolios remain with the Chief Minister. However, the high command's intervention is seen as an attempt to streamline the process and prevent internal discord.
