Patna: With academic activities set to begin in 211 newly opened degree colleges from July 1, the chancellor’s secretariat is likely to introduce a new statute soon for the engagement of fixed-term (guest) faculty across universities to meet the urgent need for subject teachers.
The state higher education department has already decided to start teaching in six subjects — Hindi, English, history, economics, political science and sociology — from the 2026–27 academic session.
A three-member committee, constituted by the chancellor and comprising the vice-chancellors of Jaya Prakash, BRA Bihar and Purnia universities, has drafted the statute. The draft has been sent to all vice-chancellors for feedback. They have been asked to submit their views by June 25 so that the statute can be finalised and approved by the chancellor without delay.
According to the draft, candidates must have qualified NET conducted by UGC/CSIR or hold a PhD to be eligible for appointment as fixed-term faculty. The minimum age is set at 23 years and the maximum at 40 years. Selection will be based on academic credentials (88 marks) and interview (12 marks). The selection committee for engaging fixed-term faculty will be constituted by a steering committee formed by the higher education department in consultation with the chancellor’s secretariat. Candidates will be shortlisted for interview in a 1:3 ratio against notified vacancies.
The statute clarifies that such engagement will be purely temporary and will not confer any right to regular appointment. However, the period of service will be counted towards teaching experience. Initial engagement will be from the date of joining until Dec 24 of the same calendar year, with fresh engagement from Jan 2 for subsequent terms, subject to performance assessment and recommendation.
A fixed-term faculty member will be required to take at least 16 classes per week and will be entitled to 12 days of casual leave and eight days of medical leave annually. The draft also states that allotment of colleges to selected candidates will be made on a merit-cum-choice basis.
