The Gauhati High Court on Monday expressed strong dissatisfaction with the Assam government for failing to submit an affidavit detailing steps taken and proposed measures to cover open manholes in Guwahati. The division bench, comprising Chief Justice Ashutosh Kumar and Justice Arun Dev Choudhury, made its displeasure known during the hearing.
Court's Strong Remarks
Chief Justice Ashutosh Kumar stated, "We are not happy at this. Gigantic efforts will have to be undertaken." He further emphasized that the court does not want to hear about any loss of life due to open drains. The bench made it clear that no innocent citizen should lose their life because of such negligence.
Background of the Case
Advocate Sandeep Chamaria, who filed the petition highlighting recurring artificial floods in Guwahati and the dangerous open manholes that have claimed lives, explained the situation. "On May 12, the court directed authorities to cover all open manholes and drains in Guwahati and to submit an affidavit regarding the steps taken. However, the government failed to do so and sought more time," he said.
Court's Order
The high court has granted the state government two weeks to submit the required affidavit. Additionally, the bench directed the government to respond to a separate petition filed by Advocate Chamaria concerning recurring artificial floods and unsafe drainage infrastructure in the city.
Public Safety Concerns
The issue of open manholes has been a persistent problem in Guwahati, leading to accidents and fatalities, especially during the monsoon season when streets become waterlogged. The court's intervention underscores the urgency of addressing this public safety hazard. The next hearing is scheduled after the two-week deadline.
