Jaipur: Obtaining a domicile certificate in Rajasthan may soon become a completely automated process, eliminating the need for citizens to visit e-Mitra centres, tehsil offices or collectorates.
The Department of Information Technology and Communication (DoIT) is developing a system under which eligible citizens will neither have to submit applications nor furnish documents to government offices. Once eligibility is established through government records, domicile certificates will be issued automatically.
Officials said a digital platform is being developed by integrating multiple government databases, including records related to birth registrations, marriage registrations, and other government services.
Under the proposed system, consent for issuance of the certificate will be sought through a message sent to the registered mobile number. Based on available records, the system will automatically identify eligible individuals and generate domicile certificates, which can be downloaded through SSO, e-Mitra or WhatsApp.
Automatic Eligibility Determination
“We are developing a platform for domicile certificates by integrating various databases. A system is being created in which eligibility can be determined automatically. Once citizens provide consent, the process of issuing the certificate will be completed,” a senior official said.
At present, applicants are required to apply through e-Mitra or SSO and upload documents such as ration cards, Aadhaar cards, Jan Aadhaar cards, photographs, voter IDs, and electricity or water bills. Applications are then verified by tehsil staff and approved by the tehsildar — a process that usually takes seven to eight days.
Technical Preparations Nearly Complete
“Technical preparations for the new system are nearly complete. The home department has been consulted on a few pending issues, and the platform is expected to be launched within the next one or two months,” an official said.
Coverage for Various Groups
Children whose births are registered will become eligible for a domicile certificate upon attaining the age of 10 if their parents are recognised as domiciled residents of Rajasthan in government records. “Married women from other states who marry Rajasthan-domiciled residents will also benefit. They will be identified through marriage registration records,” an official said.
The system will also cover government employees from other states serving in Rajasthan. “Such employees become eligible for domicile certificates after completing three years of service. Eligible employees will be identified through records available in the State Insurance and Provident Fund (SIPF) database and other government service records,” officials added.
Integrated Databases
The proposed platform will integrate data from birth registration records, the Pehchan Portal, and the Jan Aadhaar database for newborn children; marriage registration records, the Pehchan Portal, and Jan Aadhaar database for married women; and the SIPF database, personnel service records and Jan Aadhaar database for government employees.
This initiative aims to streamline the certificate issuance process, reducing bureaucratic hurdles and saving time for citizens across Rajasthan.
