Lucknow: Chief Secretary SP Goyal on Thursday expressed strong displeasure over the slow pace of work on three key projects — Maa Pateshwari Devi State University in Balrampur, Maa Vindhyavasini University in Mirzapur, and Guru Jambheshwar University in Moradabad.
During a meeting of the Project Monitoring Group, Goyal directed the principal secretaries of the higher education and public works departments to jointly review the projects, fix responsibility for the delay and take strict action against officials and agencies responsible for the delay.
“All pending work for the three universities should be completed by July 31, 2026,” he said. Officials said construction of Maa Pateshwari Devi State University was 92.02% complete and its probable date of completion is July 15, 2026. The construction work of Maa Vindhyavasini University is 90.20% complete and likely to be finished by July 25, 2026. The physical progress of Guru Jambheshwar University, Moradabad is 87.19% and its probable date of completion is July 31, 2026.
While reviewing projects under the forest department, the CS directed officials to carry out regular monitoring of projects and complete necessary formalities in a time-bound manner. The progress of the Uttar Pradesh Forestry and Horticulture University in Gorakhpur was also reviewed.
The CS was informed that the selection of consultant for preparing the Detailed Project Report and the EFC meeting have been completed, and the tender process has been started by PWD. “The tender process will be completed by July 2, while all the proceedings related to evaluation, selection and agreement will be completed between July 3 and Aug 3. The construction work is likely to start on Aug 4,” an official said.
The CS was also informed that the EFC has approved project cost for a ‘green’ office of the forest department headquarters in Lucknow and government order is likely to be issued by June 25. Construction work on the project is likely to begin on Oct 19.
