Manipur Governor Outlines Security Gains and Economic Recovery in State Assembly Address
In a significant address to the Manipur Legislative Assembly on Thursday, Governor Ajay Kumar Bhalla emphasized that the maintenance of law and order remains the absolute top priority for the government. He reported that coordinated efforts between the Central Government and the State Government have yielded steady and measurable progress toward restoring peace and stability across the region.
Substantial Arms Recovery and Dismantling of Bunkers
Governor Bhalla provided detailed figures underscoring the security forces' achievements. To date, security operations have successfully recovered a massive cache of 7,313 illegal firearms, along with 83,512 rounds of ammunition and 5,195 explosive devices. A particularly encouraging development, he noted, was the voluntary surrender of 1,078 arms by the public in early 2025, which he interpreted as a clear sign of growing public confidence in the ongoing peace initiatives.
Furthermore, the governor announced that 549 offensive bunkers strategically located across both hill and valley areas have been systematically dismantled. This large-scale removal of fortified positions is credited with making a direct and substantial contribution to the noticeable reduction in violent incidents reported across the state.
Crackdown on Extortion and Financial Revival
Addressing the pervasive issue of extortion, Governor Bhalla detailed the establishment of specialized anti-extortion units at both the state and district levels. These units are supported by a dedicated, 24x7 operational helpline for citizens to report incidents. This comprehensive framework has led to robust enforcement action, resulting in over 924 arrests related to extortion activities, thereby enhancing public safety and business security.
On the economic front, the governor presented an optimistic picture of Manipur's fiscal health, declaring that state finances are firmly on a path to recovery. He highlighted a remarkable increase in the state's own resource mobilization. "The state’s own resources increased substantially from Rs 1,443 crore in the fiscal year 2023-24 to Rs 2,087 crore in 2024-25," Bhalla stated. Providing a more recent snapshot, he added that as of October 2025, state resource collection had reached Rs 1,254 crore, which is more than double the Rs 608 crore collected in the corresponding period of October 2024.
