Chief Minister Mohan Charan Majhi is set to present the state budget for the 2026-27 financial year in the Odisha Legislative Assembly on February 20. According to government sources, the budget outlay is anticipated to cross the significant milestone of Rs 3.2 lakh crore, marking a substantial increase from previous allocations.

Budget Session Details and Historical Context

The sixth session of the 17th Odisha Legislative Assembly will commence on February 17 with Governor Hari Babu Kambhampati's address. Following a two-day discussion on the motion of thanks to the governor's address on February 18 and 19, CM Majhi, who also holds the finance portfolio, will present the annual budget. The session is structured in two phases, continuing until April 8, with a scheduled mid-term break from March 1 to 8. It is planned to have 28 business days, subject to the House's proceedings.

In the 2025-26 financial year, CM Majhi presented a budget of Rs 2.90 lakh crore in February last year, followed by a supplementary allocation of Rs 17,440 crore in November 2025. This brought the effective outlay to over Rs 3.07 lakh crore, setting a precedent for the upcoming budget's ambitious scale.

Key Priorities and Expenditure Projections

The upcoming budget is expected to prioritize several flagship schemes and infrastructure projects as part of the state's 'Viksit Odisha' by 2036 vision. Key initiatives include:

  • Subhadra cash incentive for women: A significant welfare program aimed at empowering women across the state.
  • Rs 800 per quintal bonus for paddy: Designed to support farmers and boost agricultural productivity.
  • Major infrastructure projects: Aligned with the long-term development roadmap to enhance Odisha's industrial and economic growth.

As a result of these priorities, programme expenditure is projected to rise to nearly Rs 2 lakh crore in the 2026-27 budget, up from Rs 1.83 lakh crore in the current budget. This increase underscores the government's commitment to accelerating development and improving public services.

Governor Hari Babu Kambhampati's address on February 17 is expected to highlight Odisha's achievements across key sectors, including:
