The National Payments Corporation of India (NPCI) is reportedly working on enabling offline UPI payments using Near Field Communication (NFC) technology, a move that could revolutionise digital transactions in the country. According to a report by India TV News, this feature would allow users to make payments without an active internet connection, addressing a critical barrier to digital adoption in rural and remote areas.
How Offline UPI with NFC Works
Unlike standard UPI payments that rely on internet connectivity, the proposed NFC-based system leverages radio frequency to communicate between devices. Users would simply tap their smartphones or NFC-enabled cards against a merchant's point-of-sale (POS) terminal to initiate a transaction. The payment is processed locally using stored value or a pre-authorised limit, ensuring speed and reliability even in low-connectivity zones. Sources suggest the NPCI has already conducted successful pilot tests in select regions.
Expected Impact on Digital India
This initiative aligns with the government's Digital India mission, which aims to increase financial inclusion. As per the Ministry of Electronics and Information Technology, over 65% of India's population lives in rural areas where internet penetration remains below 40%. Offline UPI could bridge this gap, enabling shopkeepers and small businesses participate in the digital economy without needing costly broadband or data plans. According to the report, the NPCI is also working with banks and fintech companies to upgrade existing POS terminals to support NFC. Over 50 million merchants currently accept UPI, and a significant portion may need hardware upgrades. The cost of these upgrades could be subsidised under government schemes, similar to the earlier MDR waiver for small merchants.
Competition with Other Payment Methods
The introduction of offline UPI could intensify competition among digital payment providers. Currently, services like Paytm and PhonePe offer limited offline functionality through sound wave-based technology, but NFC promises faster and more secure transactions. Meanwhile, card networks like Visa and Mastercard have long offered offline capabilities through contactless payments. UPI's version could leverage India's vast UPI infrastructure to offer lower costs and wider acceptance.

Fintech experts have lauded the move. “Offline UPI will be a game-changer for last-mile connectivity,” said a senior executive at a leading payment aggregator. “It reduces dependency on mobile networks and provides a fallback during outages.” However, they cautioned that user education will be critical to ensure adoption. The NPCI is reportedly designing a simple interface that resembles current UPI apps, with added features like offline transaction history and auto-reconciliation.
Global Context and Lessons
Several countries have pioneered offline mobile payments. Kenya's M-Pesa allows basic transfers without internet, while Singapore's PayNow has offline capabilities. India's approach, however, is unique due to the scale of UPI adoption. With over 10 billion transactions per month, even a small percentage migrating to offline could drive substantial economic activity. The RBI and NPCI are also studying similar implementations in China and Brazil to refine the model.
The offline UPI initiative represents a significant step towards a cashless society, especially in areas where connectivity is patchy.
