The Telangana state government has decided to implement CURE1 (Common Unified Billing and Collection System), a single digital platform designed to integrate payment of multiple government dues and service charges across the core urban region. The initiative aims to streamline citizen services and improve ease of payments, eliminating the need for multiple portals.
Coverage and Initial Scope
The integrated platform will initially cover municipal revenues collected by urban local bodies, including property tax, trade licence fees, self-assessment charges, superstructure fees and vacant land tax under the jurisdiction of the Greater Hyderabad Municipal Corporation (GHMC), Cantonment Board (CMC) and the Secunderabad Cantonment Board (MMC).
In addition to municipal collections, the platform will also facilitate payment of electricity bills issued by the Telangana State Southern Power Distribution Company Limited (TGSPDCL). The initiative aims to enhance convenience for citizens, improve collection efficiency for government departments and create a seamless digital ecosystem for urban service delivery.
Additional Services Integrated
The platform will also enable payment of water and sewerage charges of the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB), linked through a Consumer Account Number (CAN). Traffic challans issued by the Hyderabad traffic police through the Centralised Challan Management System (CCMS) will also be payable via CURE1. Any other services, levies or collections as may be notified by the government from time to time, upon recommendation of a steering committee, will be added.
Citizen Authentication and Monitoring
The app will facilitate the integration of citizens’ mobile numbers for seamless OTP authentication, payment alerts, nudge communications and service delivery. It will also establish a centralised digital governance and monitoring ecosystem for unified payment management, Management Information System (MIS) reporting and performance tracking.
