The confusion comes after reports earlier this month that the Indian government had ordered internet service providers to block Telegram, citing concerns over national security and the app's use by criminal elements. Telegram had not issued an official statement as of the time of this report.

Delisted but Not Blocked?

The fact that Telegram is working for some existing users suggests that the app may not be completely blocked at the network level. Instead, the delisting from app stores prevents new installations, while existing users who still have the app installed can continue to use it if their internet service provider has not enforced a block.

According to a source familiar with the matter, the government's directive applied to internet service providers, but enforcement may vary across different regions and providers. This could explain why some users in certain areas or on specific networks are able to access Telegram while others cannot.

The development comes amid ongoing tensions between the Indian government and encrypted messaging platforms. Earlier this year, the government had sought to enforce stricter traceability norms for messaging apps, which Telegram had resisted.

What This Means for Users

For now, users who already have Telegram installed may be able to use the app normally, while those who have deleted it or are trying to install it for the first time cannot access it through official app stores. Some users have resorted to sideloading the app via third-party websites, though this carries security risks.
