The Kullu district administration has suspended the Shrikhand Mahadev Yatra-2026 until further notice, prioritizing pilgrim safety. District Magistrate and Deputy Commissioner Anurag Chander Sharma issued orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, following a joint expert inspection report highlighting extreme danger on the route from Bhimdwari to Parvati Bagh.
Expert Inspection Declares Route Unsafe
A combined team of experts from ABVIMAS Manali, the Revenue Department, and the Forest Department conducted a detailed inspection of the pilgrimage route. In a report submitted on June 8, the stretch from Bhimdwari to Parvati Bagh was declared extremely dangerous and unsafe, with a clear recommendation against using this route.
Alternative Routes Also Deemed Hazardous
The administration examined potential alternative routes. A report submitted on June 18 revealed that both the existing and proposed routes pass through steep slopes, loose and unstable soil, narrow and slippery paths, and numerous streams. Experts stated that these routes face serious risks of landslides, rockfalls, flash floods, and debris flows, making safe conduct of the pilgrimage impossible.
Relief and Rescue Challenges
The joint inspection team noted that organizing the yatra under current conditions is not advisable. In an emergency between Bhimdwari and Parvati Bagh, executing relief and rescue operations would be extremely challenging. The region is highly susceptible to rising water levels, flash floods, and debris flows. Loose, hollowing soil near streams makes even temporary ropeways or other structures unsafe to construct.
Enforcement and Penalties
As per the District Magistrate's orders, the yatra remains suspended until further notice. All temporary camps, tents, ration shops, and other structures must be removed within three days. The Superintendent of Police Kullu, Sub-Divisional Magistrate Nirmand, and Divisional Forest Officer of the Luhri Forest Division will ensure no individual enters the restricted route. Any violation is punishable under the Bharatiya Nyaya Sanhita and other applicable laws.
