India and Seychelles have unveiled a comprehensive package of 19 outcomes spanning defence, digital payments, space, and health, reflecting the broadening of New Delhi's engagement with the strategically located Indian Ocean archipelagic nation. The outcomes were announced on 28 June 2026, following high-level discussions between Prime Minister Narendra Modi and Seychelles President Wavel Ramkalawan.
Defence and Security Cooperation
The defence pillar includes enhanced maritime surveillance, joint exercises, and capacity building. India will provide Seychelles with two fast patrol vessels and a Dornier aircraft for coastal surveillance. Both nations agreed to operationalise the Coastal Surveillance Radar Network and conduct joint Exclusive Economic Zone surveillance. India will also train Seychelles defence personnel and support the establishment of a cyber security centre.
Digital Payments and Financial Integration
In digital payments, India will assist Seychelles in adopting the Unified Payments Interface (UPI) system, enabling seamless digital transactions between the two countries. The partnership includes technical support for building a digital payment infrastructure, linking India's RuPay card with Seychelles' payment network, and promoting fintech innovation. This is expected to boost tourism and trade by simplifying cross-border payments.
Space and Technology Collaboration
Under the space cooperation, the Indian Space Research Organisation (ISRO) will launch a satellite for Seychelles and provide training for Seychellois scientists. The collaboration also includes sharing satellite data for weather forecasting, disaster management, and oceanography. India will set up a ground station in Seychelles for satellite tracking and data reception.
Health and Development Partnership
In the health sector, India will supply generic medicines, support the establishment of a dialysis centre, and provide telemedicine services. A memorandum of understanding was signed for cooperation in traditional medicine, including Ayurveda. India will also assist in setting up a cancer treatment facility and provide training for healthcare workers.
Other outcomes include cooperation in agriculture, renewable energy, and capacity building under the Indian Technical and Economic Cooperation programme. India will extend a $100 million line of credit for infrastructure projects in Seychelles.
According to the Ministry of External Affairs, the outcomes reflect the deepening strategic partnership and India's commitment to Seychelles' development. Prime Minister Modi stated, 'India and Seychelles share a deep bond of friendship and trust. Today's outcomes will further strengthen our cooperation for the mutual benefit of our peoples.' President Ramkalawan thanked India for its consistent support, saying, 'India has always been a reliable partner in our journey towards prosperity and security.'
