India Declares 25 Dodamarg-Sawantwadi Villages as Ecologically Sensitive Zones
In a significant move for environmental conservation, the Ministry of Environment, Forest and Climate Change has officially notified 25 villages in the Dodamarg-Sawantwadi region as Ecologically Sensitive Areas (ESAs). This designation covers a total area of 212.6 square kilometers, aimed at preserving the rich biodiversity of this corridor.
Protecting Flora and Fauna
The decision is based on the region's exceptional ecological value, featuring dense tropical and semi-evergreen forests that facilitate crucial wildlife movement between protected areas. These villages are home to populations of threatened species, including tigers, leopards, and Asian elephants, alongside diverse flora and fauna that require urgent conservation efforts.
Strict Regulations on Industrial Activities
With the ESA status now in effect, several restrictions have been imposed to minimize environmental impact:
- Quarrying and Mining: These activities are prohibited, though a monitoring committee can grant limited permissions for local construction, house repairs, and road maintenance, subject to site evaluation and court orders.
- Industrial Restrictions: Industries categorized as red by the Central Pollution Control Board (CPCB) are banned from operating in these villages. Existing units cannot expand.
- Construction Limits: New and expansion projects for buildings and construction with a built-up area of 20,000 square meters or more are prohibited. Township and area development projects covering 50 hectares or more, or with a built-up area of 150,000 square meters or above, are also not allowed.
Eligibility for Thermal Power and Existing Structures
The 25 villages are now eligible for thermal power projects, but no expansion of existing plants will be permitted. Importantly, the notification does not affect existing houses, ensuring minimal disruption to local residents.
Background and Implementation
The notification was issued on February 22, following a draft published in April of the previous year that invited suggestions and objections from affected persons. This action complies with a High Court order in a Public Interest Litigation (PIL) filed by Awaaz Foundation, highlighting the government's commitment to legal and environmental safeguards.
This ESA designation underscores India's efforts to balance development with ecological preservation, protecting vital habitats while regulating industrial growth in sensitive regions.
