PM Modi: Indian Ocean to Become Ocean of Opportunity

Prime Minister Narendra Modi, during a joint press conference in Victoria, Seychelles, on Sunday, declared that India envisions transforming the Indian Ocean into an "Ocean of Opportunity." He emphasized that New Delhi's approach prioritizes maritime security alongside economic prosperity, with partnerships rooted in mutual respect and trust rather than size.

MAHASAGAR Vision: India's Global Maritime Doctrine

Modi reiterated the MAHASAGAR vision—Mutual And Holistic Advancement for Security And Growth Across Regions—unveiled in March 2025. This doctrine expands India's maritime focus from the Indian Ocean to a global outreach, aiming to strengthen ties with smaller states, enhance maritime domain awareness, and curb illegal activities. "We believe the Indian Ocean is our shared home; its security, sustainability, and prosperity are our shared responsibility," Modi stated.

Blueprint for Future Partnership: SESEL

The Prime Minister highlighted the Joint Vision for Sustainability, Economic Growth and Security through Enhanced Linkages (SESEL), adopted during Seychelles President Patrick Herminie's visit to India earlier this year. This framework serves as a blueprint for future bilateral cooperation. Modi noted that several Memoranda of Understanding (MoUs) were signed covering health, agriculture, economy, and digital technology. "The joint vision issued during the President's visit to India in February of this year has laid the blueprint for our future partnership. Building upon this, our cooperation across all sectors is strengthening," he said.

Economic Cooperation and Digital Connectivity

Modi emphasized making economic cooperation more resilient and future-ready. "We will continue to explore new opportunities for the industries of both our nations," he added. Efforts to enhance connectivity between India and Seychelles aim to boost trade and strengthen ties with East Africa and the broader Indian Ocean region. On digital technology, Modi announced the signing of an MoU to implement India's Unified Payments Interface (UPI) in Seychelles, stating, "Digital technology is an effective means to bridge the distance between our two countries. We will share India's successful experiences in digital public infrastructure with Seychelles."

Commitment to Mutual Trust and Shared Progress

Concluding his remarks, Modi stressed the collaborative spirit of the vision: "The message of my Seychelles visit is clear: India envisions such an Indian Ocean where maritime security is ensured alongside economic prosperity; where our partnership is not based on size, but on mutual respect and trust; and where we do not go country-to-country, but move forward together."
