DGCA Cracks Down on Unruly Air Travel Behavior: Music Without Headphones Could Invite Penalties

In a significant move to enhance passenger comfort and safety, the Directorate General of Civil Aviation (DGCA) has introduced stringent measures targeting disruptive conduct on flights. Minister of State for Civil Aviation, Murlidhar Mohol, informed the Lok Sabha that provisions under the Aircraft Rules, 1937, have been issued to address unruly passengers, with specific focus on behaviors like playing music without using earphones.

Strict Penalties for Disruptive Actions on Aircraft

Mohol emphasized that any disruptive behavior onboard that disturbs order or causes discomfort to passengers or crew members can now attract penal action. This includes activities such as playing audio devices loudly without headphones, which has been a common complaint among travelers. The DGCA's guidelines aim to curb such incidents to ensure a peaceful and secure flying experience for all.

Clarification on Photography and Video Blogging During Flights

In response to a query from MP V S Matheswaran, who sought details on government actions against unruly passengers and DGCA guidelines, Mohol clarified additional restrictions. He stated that aircraft rules strictly prohibit photography at aerodromes and from aircraft in flight unless prior written permission is obtained. This addresses concerns about whether bloggers can create video blogs during flights, highlighting the need for authorization to maintain security and privacy.

Key Provisions Under the Aircraft Rules, 1937

The DGCA's enforcement includes:

  • Penal action for playing music without earphones, which is now classified as disruptive behavior.
  • Prohibition of unauthorized photography at airports and during flights to prevent potential security risks.
  • General guidelines to handle unruly passengers, ensuring swift action against any form of disturbance that compromises passenger comfort or crew safety.

This initiative underscores the government's commitment to improving air travel standards and addressing passenger grievances effectively. Travelers are advised to adhere to these rules to avoid penalties and contribute to a harmonious journey.
