Prime Minister Narendra Modi's recent visit to Seychelles has brought India's 'MahaSagar' vision for the Indian Ocean region back into the spotlight. The vision, which stands for 'Mutual and Holistic Advancement for Security and Growth Across Regions,' aims to enhance cooperation among Indian Ocean rim countries on maritime security, sustainable development, and regional connectivity.
What is MahaSagar?
First articulated by PM Modi in 2019 at the Indian Ocean Conference in Mauritius, MahaSagar is India's strategic framework for the Indian Ocean. It emphasizes a rules-based order, respect for sovereignty, and peaceful resolution of disputes. The vision prioritizes capacity building, disaster response, and blue economy initiatives. According to the Ministry of External Affairs, MahaSagar seeks to counterbalance China's growing influence in the region through the Belt and Road Initiative.
Key Outcomes of the Seychelles Visit
During the visit, India and Seychelles signed several agreements, including a pact for the development of an airstrip on Assumption Island. This project is expected to bolster surveillance and humanitarian assistance in the western Indian Ocean. PM Modi stated, "MahaSagar is not just a vision but a commitment to shared prosperity and security. Seychelles is a vital partner in this endeavor." The two leaders also discussed joint naval exercises and capacity building for Seychelles' coast guard.
Strategic Importance of Seychelles
Seychelles, an archipelago of 115 islands, sits on key sea lanes connecting Africa, Asia, and the Middle East. Its location makes it critical for monitoring piracy, illegal fishing, and drug trafficking. India has provided Seychelles with a patrol vessel and training for its maritime forces. The Assumption Island airstrip, once completed, will enable Indian aircraft to operate from the island, enhancing India's reach in the region.

MahaSagar aligns with India's broader Indo-Pacific strategy, which includes the Quad and the SAGAR (Security and Growth for All in the Region) vision. Experts note that India's focus on small island nations like Seychelles is part of a larger effort to build trust and counter Chinese military and economic outreach. The visit also comes amid tensions in the South China Sea and the Red Sea, where Houthi attacks have disrupted shipping.
