Bhubaneswar Development Authority Seeks Professional Agency for Playground Management
The Bhubaneswar Development Authority (BDA) has taken a significant step towards ensuring the long-term viability of public recreational spaces by deciding to engage a professional agency for the operation and maintenance of playgrounds revived across the city. This initiative falls under the Smart City's B-Active programme and the Ama Bhoomi initiative, reflecting a commitment to urban wellness and community infrastructure.
Revitalization of Public Spaces
The urban planning body of the BDA has already successfully rejuvenated 19 playgrounds in and around Bhubaneswar. This extensive project was undertaken with the clear objective of promoting sports, encouraging physical activity, and fostering greater community engagement among residents. These facilities are strategically located at government schools, residential neighbourhoods, and various community spaces throughout the city, encompassing both school and non-school playgrounds to maximize accessibility.
Comprehensive Management Through RFP
To guarantee proper upkeep and sustained public utilization of these valuable facilities, the BDA has formally floated a Request for Proposal (RFP). This document invites experienced and qualified agencies to submit bids for managing the day-to-day operations and maintenance of all 19 playgrounds. The authority has established April 20 as the definitive deadline for finalizing the selection of the agency, indicating a swift and decisive approach to implementing this management plan.
According to the detailed RFP, the selected agency will shoulder comprehensive facility management responsibilities. This extensive scope of work includes the meticulous maintenance of playing surfaces and all sports infrastructure, professional landscaping, ensuring consistent cleanliness and sanitation, and providing adequate security measures. The agency will also be tasked with the regulation of public access to these spaces, ensuring orderly and safe usage.
Detailed Scope of Responsibilities
The professional agency's duties will be multifaceted and demanding. They will be required to deploy sufficient trained manpower and all necessary equipment at each playground site to ensure seamless and efficient operations. Key operational tasks will include the punctual opening and closing of the playgrounds according to prescribed timings, continuous supervision of all on-site activities, and the proactive prevention of any encroachment.
Maintenance obligations are equally comprehensive. The agency must maintain grass fields, various sports courts, lighting systems, public seating areas, boundary walls, and toilet facilities wherever they are available. Furthermore, the assignment mandates regular cleaning schedules, effective waste management protocols, and the diligent upkeep of drinking water facilities for public convenience.
Official Statements and Strategic Vision
BDA Vice-Chairman Chanchal Rana emphasized the strategic importance of this move. "With professional management in place, the focus will be squarely on maintaining high service standards and actively encouraging greater community participation in sports and recreational activities," Rana stated. This approach aims to transform these playgrounds into vibrant community hubs.
The contract for this crucial service will initially be awarded for a period of 12 months. However, it includes a provision for extension based on a satisfactory performance review of the agency. The selection process itself will be a rigorous quality- and cost-based evaluation to ensure the best value and expertise for the city's residents.
Broader Urban Context and Expert Opinion
These 19 playgrounds represent a core component of the BDA's broader, visionary initiative to improve public access to organized sports and quality open spaces. This is particularly vital in the context of rapid urbanization, which often leads to a scarcity of such communal areas.
Environmentalist Bijay Mishra praised the authority's forward-thinking action. "Open spaces have become rare these days, especially amid rapid urbanisation. It is a bold and timely step by the BDA to not only revive but devise a concrete plan for the proper upkeep of the playgrounds," Mishra remarked, highlighting the environmental and social significance of preserving urban green spaces.
Ultimately, BDA officials confirm that this professional management model is designed to ensure the long-term sustainability of the playgrounds. The primary goal is to keep them safe, accessible, and fully usable for citizens of all age groups, thereby enriching the urban fabric of Bhubaneswar for years to come.
