Bihar Chief Minister Nitish Kumar Declares Disaster Victims' Priority Over State Funds
In a significant statement, Bihar Chief Minister Nitish Kumar asserted on Tuesday that individuals stranded or impacted by disasters hold the foremost entitlement to the state government's financial resources. This declaration was made during the 13th meeting of the Bihar State Disaster Management Authority (BSDMA), convened at the Sankalp Sabhagar within the chief minister's official residence at 1 Anne Marg in Patna.
Emphasis on Efficient Disaster Response and Aid
Chairing the session, Kumar directed all relevant agencies to enhance their operational efficiency in disaster management, ensuring prompt assistance reaches those in need. The state government is dedicated to supporting disaster victims, with the CM reiterating, "We believe that disaster-marooned people have the first right over the state govt’s treasury." He highlighted the administration's commitment since the formation of the new government on November 24, 2005, detailing various proactive measures implemented to bolster disaster preparedness and response.
Comprehensive Initiatives and Standard Operating Procedures
Kumar outlined the development of standard operating procedures (SOPs) tailored for managing diverse calamities, including:
- Floods and droughts
- Fire outbreaks and earthquakes
- Heatwaves
These protocols are designed to streamline relief efforts and minimize disruption. Additionally, the government has established provisions for:
- Free food distribution
- Cash grants for immediate needs
- Compensation for crop damage, house repairs, and livestock losses
These aids aim to alleviate the hardships faced by communities during natural disasters.
Modern Infrastructure and Control Centre Enhancements
The CM also spotlighted infrastructural advancements, noting that the disaster management department and BSDMA offices, alongside the home department, are now housed in the newly constructed Sardar Patel Bhawan. This building is modern and engineered to be earthquake-resistant, featuring a helipad on its roof for emergency access. A state-level disaster control centre operational within the facility plays a crucial role in coordinating management activities, providing real-time support during crises.
Meeting Proceedings and Key Releases
Prior to Kumar's address, BSDMA Vice Chairman Udaykant delivered a presentation reviewing compliance reports from the authority's 12th meeting and assessing updated statuses. The session included a screening of a short film showcasing BSDMA's initiatives, and the CM released the book 'Bihar Ki Aapda Prabandhan Yatra,' chronicling the state's journey in disaster management. Attendees comprised Deputy CM Vijay Kumar Sinha, Water Resources Minister Vijay Kumar Choudhary, Disaster Management Minister Narayan Prasad, and other BSDMA members, underscoring a collaborative approach to tackling emergencies in Bihar.
