Bihar Ramps Up PNG Infrastructure with Ambitious Monthly Targets
In a significant development for Bihar's energy sector, the provisioning of Piped Natural Gas (PNG) connections has witnessed a remarkable acceleration, achieving approximately 7,585 connections per month as of March. State authorities are now setting an ambitious goal to escalate this figure to between 9,000 and 12,000 connections monthly, marking a substantial leap in domestic gas accessibility.
Crisis Management Meeting Reviews Gas Expansion
These critical insights emerged during a crisis management group meeting presided over by Chief Secretary Pratyaya Amrit on Monday. Organized by the food and consumer protection department, the assembly conducted a thorough evaluation of PNG infrastructure expansion statewide, alongside an assessment of domestic LPG supply and distribution mechanisms.
Officials disclosed that the Petroleum and Natural Gas Regulatory Board has granted authorization to six companies for the supply of Compressed Natural Gas (CNG) and PNG across all 38 districts of Bihar. To optimize operations based on gas availability, these districts have been strategically segmented into 14 distinct geographical areas.
Current PNG and LPG Status in Bihar
As of April 8, a total of 100,000 domestic PNG connections have been successfully commissioned throughout the state. In response to this progress, Chief Secretary Amrit issued directives to the authorized companies to further intensify the pace of PNG provisioning, aiming squarely for the 9,000 to 12,000 monthly connection target.
During the LPG supply review, officials were presented with data indicating that as of April 11, the average daily demand for LPG refills in Bihar stood at 442,348, while the average daily supply reached 358,005. To combat irregularities and black marketing within LPG distribution, an intensive inspection campaign has been executed at gas agencies and various locations across the state.
Crackdown on Illegal Activities and Consumer Initiatives
To date, this drive has encompassed 30,950 inspections, resulting in the seizure of 1,814 illegal or irregular cylinders. Legal actions have been robust, with measures taken in 45 cases under Section 6A, and 138 First Information Reports (FIRs) registered against offenders.
In a move to enhance consumer convenience, the meeting also sanctioned the distribution of 5 kg 'free trade cylinders.' These cylinders are designed to offer greater flexibility and ease for users, aligning with efforts to streamline gas access.
Administrative Directives for Future Preparedness
Chief Secretary Amrit further instructed in-charge secretaries and district magistrates to implement effective strategies aimed at reducing complaints received at control rooms. Emphasis was placed on ensuring the prompt and efficient disposal of registered grievances within their respective districts.
Additional directives were issued to guarantee adequate LPG availability during the forthcoming wedding season, a period typically associated with heightened demand. Instructions also extended to ensuring the uninterrupted operation of telecom towers, highlighting the interconnected nature of infrastructure and public services.
The meeting saw participation from additional chief secretaries, principal secretaries, secretaries of various departments, and representatives from oil companies, underscoring the collaborative approach to addressing Bihar's energy and consumer protection challenges.
