Delhi Government Allocates Rs 20.26 Crore for Cow Welfare and Modern Gaushala Development
In a significant move to bolster animal welfare, Delhi Chief Minister Rekha Gupta announced on Monday the release of over Rs 20 crore dedicated to cow welfare programs. The funds are earmarked for the establishment of modern infrastructure and the enhancement of existing gaushalas (cow shelters) across the national capital.
Financial Breakdown and Strategic Allocation
The Delhi government has disbursed a total of Rs 20.26 crore, with a clear division to address both immediate and future needs. According to an official statement from the Chief Minister's Office, Rs 7.64 crore has been allocated to settle pending liabilities covering the period from June 2024 to March 2025. Additionally, Rs 12.62 crore has been set aside for fodder expenses spanning from April 2025 to January 2026.
This financial injection aims to ensure the sustained operation and modernization of cow shelters, with a focus on improving the living conditions and care for stray cattle.
Launch of 10 Modern Gaushalas and Biogas Initiative
At an event held at her official residence, Jan Seva Sadan, Chief Minister Gupta outlined the government's plan to develop 10 state-of-the-art gaushalas in the first phase. These facilities will be equipped with modern amenities to ensure the protection and welfare of stray cows.
The initiative also emphasizes the promotion of clean energy, with funds specifically designated for setting up modern biogas infrastructure at these gaushalas. By utilizing cow dung for biogas generation, the project seeks to create a sustainable energy source while managing waste effectively.
Comprehensive Support for Existing Shelters
Beyond the new developments, the government plans to upgrade 40 existing gaushalas with essential facilities, including clean energy generation systems and improved sanitation. During the event, Chief Minister Gupta personally distributed lease extension certificates to gaushala managers, along with orders related to:
- Fodder payments
- Clearance of pending dues
- Renewal of licences and lease agreements
These documents were handed over to representatives from four key gaushalas operating under the Delhi government's Animal Husbandry unit: Sultanpur Dabas, Rewla Khanpur, Harewali, and Surhera. These shelters are responsible for the care, feeding, and medical treatment of stray cattle collected by local bodies.
Call for Societal Cooperation
Chief Minister Gupta underscored that the successful management of gaushalas cannot rely solely on government funding. She stressed the need for sustained cooperation from society to ensure the long-term viability and effectiveness of these welfare initiatives.
This holistic approach combines financial support, infrastructure development, and community involvement to address the challenges of stray cattle management and promote animal welfare in Delhi.
