Delhi Launches Project Sangam: A Citizen-Centric Approach to Traffic Management

In a significant move towards participatory governance, the Delhi administration has officially launched Project Sangam (Synergistic Action & Networked Governance for Area Mobility). This innovative initiative, implemented under the directives of Lieutenant Governor T S Sandhu, actively engages citizens in identifying and resolving local traffic congestion and mobility challenges across the national capital.

Ground-Level Implementation and Community Involvement

The project has already translated resident suggestions into tangible on-ground actions. Key interventions include the strategic relocation of an e-rickshaw stand in the bustling Karol Bagh area, optimization of traffic signal timings in Model Town to improve flow, and the deployment of additional enforcement staff with crane support near prominent locations like Hanuman Mandir and Bangla Sahib Gurudwara to deter illegal parking.

"Rooted in the philosophy of collaborative governance, the initiative seeks to deliver citizen-centric, ground-up traffic solutions by actively involving communities in the decision-making process," Lieutenant Governor Sandhu stated in a post on social media platform X. He emphasized that the project creates a unified platform bringing together Resident Welfare Associations (RWAs), Market Welfare Associations (MWAs), and civic bodies such as the Public Works Department (PWD) and the Municipal Corporation of Delhi (MCD). This collaboration facilitates the real-time resolution of diverse issues, from unauthorized parking violations to critical pedestrian safety concerns.

Extensive Public Consultations and Digital Tracking

The foundation of Project Sangam has been laid through extensive public engagement. Authorities have conducted over 30 detailed meetings in high-traffic and residential zones including Connaught Place, Saket, Khan Market, Chanakyapuri, Defence Colony, and Karol Bagh. These sessions have successfully engaged more than 6,000 residents, fostering a direct dialogue between the community and civic agencies.

From these consultations, over 50 actionable suggestions were gathered from citizens. To ensure transparency and accountability, all these proposals have been systematically placed on a centralized digital repository. This system allows for continuous tracking of each suggestion's status—from submission to implementation—ensuring no community feedback falls through the cracks.

"This proactive approach ensures all stakeholders work together towards making Delhi's roads smoother, safer, and more organized," the Lieutenant Governor added, highlighting the project's core objective.

Directive and Expansion of the Initiative

The genesis of Project Sangam traces back to Lieutenant Governor Sandhu's visit to the Delhi Traffic Police headquarters on April 2. During this visit, he issued clear instructions to formally onboard RWAs as essential partners in devising localized traffic and parking management solutions. The launch of Project Sangam is a direct outcome of that directive, institutionalizing community partnership in urban governance.

Diverse Range of Issues Addressed

An official closely associated with the project revealed that the area-wise meetings have yielded a wide spectrum of resident-led solutions. Key concerns raised and acted upon include the perennial problem of unauthorized parking, efficient management of e-rickshaw operations, curbing wrong-lane driving, and fine-tuning traffic signal cycles for optimal efficiency.

Specific, impactful interventions undertaken so far encompass:

  • Clearance of encroachments and illegal parking spots in New Friends Colony and Rajouri Garden, freeing up road space.
  • Removal of obstructive hoardings and advertisements in Dwarka that were impeding driver visibility and pedestrian pathways.

Beyond these major actions, the project has also addressed numerous smaller-scale yet critical quality-of-life issues. These include prompt filling of potholes to prevent accidents, better regulation of weekly markets to prevent roadside clutter, and swift action on waterlogging complaints during monsoon seasons.

Project Sangam represents a paradigm shift in urban traffic management for Delhi. By leveraging local knowledge and fostering a spirit of co-creation between citizens and the government, it aims to build a more responsive, efficient, and people-friendly mobility ecosystem for India's capital city.
