Goa Leads in Digital Census Participation with Over 11,000 Households

Panaji has emerged as a frontrunner in India's pioneering digital Census initiative, with more than 11,000 households successfully completing their self-enumeration online. This marks a significant milestone in the Census 2027 process, which is being conducted digitally for the very first time across the nation.

Self-Enumeration Period Concludes with Strong Response

The self-enumeration window for Goa officially closed on April 15. As of 10 AM on April 14, an impressive total of 11,117 households had utilized the online platform to submit their Census data. This figure represents the number of households, as the system permits only one individual per household to carry out the self-enumeration process. Consequently, the actual population covered by these responses is substantially higher, encompassing multiple family members within each household.

Following the conclusion of the digital phase, field enumeration by trained workers is scheduled to commence from April 16. This physical verification and data collection effort will continue through May 15, ensuring comprehensive coverage across the state.

Officials Laud Response Despite Initial Hurdles

Census authorities have expressed satisfaction with the participation rate, particularly given that this is the inaugural implementation of the self-enumeration option. Director of Census Operations, Cheshta Yadav, acknowledged that while there was minimal reliance on self-enumeration due to its novelty, Goa's response has been commendable.

"Considering this is the first time such an option is available, alongside potential barriers like digital literacy and internet connectivity issues, achieving 11,000 self-enumerations is a positive outcome," officials stated. The digital Census also introduced a user-friendly provision allowing citizens to submit their responses in Konkani, further facilitating local participation.

Field Enumeration to Ensure Complete Coverage

Starting Thursday, a workforce of 3,000 supervisors and enumerators will be deployed to visit every household in Goa. Their primary objective is to conduct the Census physically, verifying and supplementing the data collected online.

For households that were unable to complete the self-enumeration process, enumerators will assist by entering data on their behalf or initiating the process from scratch if no attempt was made. Those who have already completed self-enumeration are required to provide the unique reference number generated during the online submission to the field enumerator for verification purposes.

Comprehensive Data Collection in First Phase

The initial phase of Census 2027 focuses on gathering detailed house-listing and housing data. The enumeration process seeks extensive information, including:

  • Housing conditions and structural details of dwellings
  • Information regarding the head of the household and household composition
  • Ownership status of the house
  • Availability of essential amenities such as drinking water, sanitation, and electricity
  • Cooking facilities and patterns of fuel usage
  • Possession of assets, including vehicles, and access to internet services
  • Vehicle ownership and communication access details

This comprehensive data collection aims to provide a robust foundation for national planning and policy formulation, leveraging digital technology to enhance accuracy and efficiency in the Census process.
