Jharkhand Assembly Embarks on Digital Transformation with Paperless Initiative
The Jharkhand Vidhan Sabha is poised to usher in a new era of efficiency and modernity by transitioning to a fully paperless mode of operation. This significant digital leap is scheduled to be fully implemented by the monsoon session of this year, marking a pivotal moment in the assembly's history.
Training and Tablet Distribution Kickstarts the Process
In preparation for this transformative shift, the assembly secretariat initiated comprehensive training sessions for legislators and other key stakeholders on Wednesday. Chief Minister Hemant Soren actively participated in a training and tablet distribution program under the National e-Vidhan Application (NeVA) project ahead of the upcoming budget session. During this event, he also inaugurated the NeVA Service Center at the state assembly premises, underscoring the government's commitment to this digital initiative.
Speaking at the occasion, Chief Minister Hemant Soren emphasized that this move represents a new chapter in the assembly's history. He highlighted that the budget session, scheduled from February 18 to March 19, will serve as a precursor to the full digital transition. "Functioning and overall works will get easier through the NeVA," Soren stated. "Through this, members of the assembly will be able to complete legislative works easily and in a time-bound manner. They no longer need to arrive here late at night to submit questions and for other paperwork processes. Along with this, assembly staff will also have convenience in discharging their duties."
NeVA Project Gains Momentum Across India
The Chief Minister noted that the process of completing legislative work digitally through the NeVA has already begun in 20 states across the country. "It is a matter of pride for Jharkhand assembly that we too are going digital, and all the members are being tutored about various aspects related to this application," he said. He added that legislators are being provided with tablets to facilitate seamless digital execution of their duties, which is expected to improve overall coordination within the assembly.
Reflecting on Jharkhand's journey, Soren remarked, "After 25 years of its formation, Jharkhand is now taking right steps for overall development." He extended his gratitude to Assembly Speaker Rabindra Nath Mahto for his efforts in steering the assembly toward a paperless future.
Cybersecurity Training: A Critical Component
Focusing on the importance of the ongoing training, Chief Minister Soren stressed that it is imperative for everyone to understand the dos and don'ts to prevent falling prey to cyber-attacks. "Cyber crime is a challenge in present times," he cautioned. "This training is aimed at sensitising all on the security aspects related to NeVA so that there is no tampering with any questions, no hindrance in paperwork processes, and so on."
Phased Implementation Strategy
Assembly Speaker Rabindra Nath Mahto outlined the implementation plan, revealing that the digital platform will be partially introduced during the budget session through the use of a digitized zero hour. "Full implementation will take place from the monsoon session later this year," he confirmed, ensuring a gradual and systematic transition to avoid disruptions.
This move aligns with broader national trends toward digital governance and legislative efficiency, positioning Jharkhand as a forward-thinking state in India's democratic landscape.
