Karnal district has achieved a conviction rate of approximately 80% in cases registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, marking a significant milestone in the fight against drug trafficking. This success is attributed to the coordinated efforts of the prosecution department and the police, who are working to make the district drug-free.

High Conviction Rate from January to May 2026

Assistant Director (Prosecution)-cum-District Attorney Dr Pankaj Saini reported that from January 1, 2026, to May 31, 2026, courts sentenced 52 individuals in 46 drug trafficking cases. Various narcotic substances, including opium, cannabis, charas, smack, and other banned drugs, were seized during this period. “The objective is not only to secure convictions but also to send a strong message that those involved in drug trafficking will be behind bars,” Saini said.

Year-on-Year Conviction Trends

In 2025, the district saw 110 persons convicted in 101 NDPS cases, all of whom were sent to jail. According to the 2024 annual report, convictions were secured in 178 out of 204 NDPS cases, resulting in the imprisonment of the accused. These figures demonstrate a sustained and effective legal crackdown on drug-related offenses.

Establishment of Special NDPS Court

Prior to 2025, cases involving intermediate and commercial quantities of narcotic substances were handled by Additional District and Sessions Judges. To expedite the disposal of such cases, a Special NDPS Court was established in Karnal district in 2025. This specialized court has helped streamline proceedings and improve conviction rates.

Preventive Measures and Interdepartmental Coordination

Dr Saini highlighted that drug-related issues are reviewed regularly in monthly meetings chaired by the Deputy Commissioner. Representatives from departments including police, prosecution, health, agriculture, social welfare, drug control authorities, and the Haryana State Narcotics Control Bureau (HSNCB) participate in these meetings. The Deputy Commissioner, Dr Anand Kumar Sharma, stated, “We are committed to making the district drug free. Strict legal action and sustained awareness efforts will further strengthen the fight against drug abuse and trafficking in the district.”
