Details of the Announcement

Speaking at a press conference in Bengaluru, CM Shivakumar stated that the permanent residential certificates will serve as a single document for all official purposes, eliminating the need for multiple proofs of residence. The certificates will be issued by the revenue department and will be valid indefinitely unless revoked due to fraud or misrepresentation.

The Special Intensive Revision, a periodic exercise to update land records and citizen data, will now accept these certificates as valid proof of residence. According to the CM, this will speed up the revision process and ensure accuracy in records.

Impact on Citizens

Citizens can apply for the certificates at their local gram panchayat or taluk office. The application process will be online and offline, with a nominal fee of Rs 100. Officials estimate that over 2 crore residents will benefit from this initiative, particularly those in rural areas who often face challenges in obtaining official documents.

"This is a landmark step towards transparency and ease of living," said Revenue Department Secretary Ramesh Kumar. "The permanent certificate will reduce the burden on citizens and streamline government processes."

Implementation Timeline

The government plans to roll out the scheme within three months, with a pilot phase in five districts starting August 2026. Full implementation across the state is expected by December 2026. The certificates will include a unique identification number and QR code for verification.

Opposition leaders have welcomed the move but urged the government to ensure that the certificates are issued without delays or corruption. The CM assured that strict monitoring mechanisms will be in place.
