In a significant development, the Kolhapur Municipal Corporation (KMC) has unveiled its comprehensive budget for the financial year 2026-27, totaling approximately Rs 1,516 crore. The presentation took place at the Rajarshi Shahu Hall within the KMC Administrative Building, marking a pivotal moment for the city's urban planning and development.

Key Infrastructure and Development Initiatives

Standing committee chairman Vishal Shirale detailed a series of major projects aimed at transforming Kolhapur's infrastructure. A highlight is the proposed construction of a new administrative building at Shenda Park, spanning 5 acres with an estimated cost of Rs 103 crore. This facility is expected to enhance civic operations and service delivery.

Additionally, the budget allocates over Rs 50 crore under the Pradhan Mantri Matsya Sampada Yojana for building a modern fish market at Rajopadhyaya Nagar, aimed at boosting the local fisheries sector. Plans also include establishing a well-equipped animal shelter near the city to address animal welfare concerns.

Transportation and Waste Management Upgrades

To improve intra-city connectivity, an elevated corridor project has been announced. This corridor will run from Tawde Hotel to Shivaji Bridge, passing through key junctions such as Kavla Naka, Dasara Chowk, and CPR Chowk, with the goal of reducing travel time and easing traffic congestion.

On the environmental front, the budget approves Rs 11.11 crore for constructing solid waste collection and sorting centres at four strategic locations across Kolhapur. This initiative is part of efforts to enhance waste management and promote sustainability.

Controversies and Administrative Scrutiny

During the budget meeting, corporators raised concerns over administrative expenditures. BJP corporator Jayant Patil highlighted a contentious issue involving a suspended KMC official, Chandrakant Kemble, who was implicated in an electricity department scam case in 2002. Patil alleged that Kemble has been drawing a salary of Rs 1.68 lakh per month for 25 years without performing any duties, questioning the rationale behind such expenditures.

This controversy underscores ongoing challenges in municipal governance, with calls for greater accountability in public fund utilization. The budget presentation, chaired by mayor Rouparani Nikam, also included separate budgets for the Kolhapur Transport Committee and the Primary Education Department, reflecting a holistic approach to city management.

As Kolhapur moves forward, these budgetary allocations signal a commitment to infrastructure development, but also highlight the need for transparent and efficient administration to ensure taxpayer money is used effectively.
