Margao's Multi-Level Car Park Project Remains in Limbo After Years of Delays

More than a decade after its foundation stone was laid, the city of Margao continues to wait for a functional multi-level car park. The latest effort to resolve this long-standing issue involves an automated six-level puzzle parking facility, estimated to cost Rs 8 crore, but it shows no signs of moving forward despite recent administrative actions.

Recent Developments and Ongoing Stagnation

In June 2024, the Goa State Urban Development Agency (GSUDA) assumed control of the project from the Margao Municipal Council (MMC). By October 2025, GSUDA invited bids for an electro-mechanical puzzle parking system, completing the request for qualification process. Officials initially expressed optimism about finalizing a capable agency promptly. However, months later, there has been no visible progress at the project site.

MMC chairperson Damodar Shirodkar has repeatedly assured the public that the project should happen soon, but these statements have done little to build confidence among residents and stakeholders. The current proposal from GSUDA outlines a six-level facility, expanded from an originally planned four-level structure, to be executed under a five-year operation and maintenance contract.

Historical Context of Repeated Failures

The parking plans in Margao trace back to 2009, with a foundation stone laid in 2015. However, the original reinforced cement concrete (RCC) multi-level structure was abandoned due to complications related to the Goods and Services Tax (GST) and administrative delays. This was followed by a series of failed tender attempts.

In 2011, the Congress government allocated Rs 3 crore for the project, but these funds remained unused for over a decade. The money was eventually returned to the government in April 2022, having accumulated nearly Rs 2.5 crore in interest during that period.

Local Frustration and Political Criticism

Local traders and business owners have grown increasingly weary of the prolonged delays. One shop owner expressed frustration, stating, First the multilevel parking, then the hydraulic system, and now the puzzle parking — but nothing ever materialises. Opposition councillors have been more critical, accusing the authorities of engaging in a pattern of announcement politics, where projects are announced with fanfare but fail to see tangible results.

The lack of progress on this essential urban infrastructure project highlights broader challenges in governance and project execution in the region. As Margao's population and vehicular traffic continue to grow, the need for an effective parking solution becomes ever more urgent, yet the path forward remains unclear.
