MCG Initiates Private Agency Hire for Gurgaon Waste Transport to Bandhwari Landfill
In a significant move to enhance urban sanitation, the Municipal Corporation of Gurgaon (MCG) has officially commenced the process to engage a private agency for transporting municipal solid waste from secondary collection points in zone 4 to the Bandhwari landfill. This initiative, launched on Saturday, is set to span a period of four months, with an estimated financial outlay of Rs 2.5 crore.
Targeted Waste Collection from Key Locations
The appointed agency will bear the critical responsibility of lifting and transporting accumulated waste from several high-priority secondary collection points across the zone. Key locations include Beri Bagh, Khandsa village, and Tulip Chowk, areas known for their dense populations and substantial waste generation. According to MCG officials, this strategic decision is aimed at streamlining waste management operations and ensuring the timely clearance of garbage from these heavily inhabited regions.
"The agency will be mandated to transport a minimum of 706 tonnes of waste per day, culminating in a total of 84,720 tonnes over the four-month contract duration," disclosed an MCG official closely involved with the project. This quantitative target underscores the corporation's commitment to addressing the pressing issue of waste accumulation in urban spaces.
Stringent Operational and Compliance Mandates
MCG has laid down a comprehensive set of conditions to govern the contractor's performance. The agency must collect all waste from every designated secondary collection point strictly in accordance with a pre-defined scheduled timetable. Furthermore, all vehicles deployed for waste transportation must be equipped with GPS tracking systems, and the waste must be transported in covered vehicles to prevent spillage and environmental contamination.
In addition to these operational requirements, the contractor is obligated to register on the Solid Waste Management (SWM) portal of the Haryana government. Daily submissions on this portal are mandatory, including the precise quantity of waste transported and GPS-tagged photographs of the collection sites. This digital oversight mechanism is designed to enhance transparency and accountability in waste management processes.
Penalty Provisions for Non-Compliance
To ensure adherence to the stipulated standards, MCG has instituted a robust penalty framework. If any category of vehicle is found to be operating below the specified number on any given day, a penalty of Rs 2,000 per day per vehicle will be imposed. Similarly, if any secondary collection point is discovered to be uncleaned or if waste is not lifted as required, a penalty of Rs 2,000 per day per affected collection point will be levied against the contractor. These measures are intended to incentivize consistent and efficient service delivery.
Context of Recent Tender Revisions
This new hiring initiative follows MCG's recent decision to scrap its ongoing tender process for engaging two private contractors for doorstep waste collection across the entire city. The delay arose from the Haryana Urban Local Bodies department revising the request for proposal for the sixth time, which prompted the civic body to halt the current bidding process. Consequently, MCG officials are now tasked with preparing a revised cost estimate, which must be submitted to the department before new tenders can be floated for the broader city-wide waste collection project.
The engagement of a private agency for zone 4 waste transport represents a focused interim solution to mitigate waste management challenges in Gurgaon's densely populated areas, while the corporation works on finalizing plans for a more comprehensive city-wide system.
