Rajasthan Government Suspends FSL Director and Three Senior Officials Over DNA Kit Procurement Scandal
In a significant administrative action, the Rajasthan government on Monday placed the Director of the State Forensic Science Laboratory (FSL), Dr. Ajay Sharma, and three other senior officials under suspension following serious allegations of financial irregularities in the procurement of DNA testing kits. The officials have been directed to report to the office of the Additional Chief Secretary of the Home Department, pending further investigation.
Allegations of Inflated Procurement Costs and Favoritism
The suspension comes after a complaint alleged that the FSL purchased DNA testing kits at prices up to 11 times higher than those paid by other states for similar equipment. This price disparity is estimated to have caused an annual loss of approximately ₹7 crore to the state exchequer, raising severe concerns over fiscal mismanagement and transparency.
Further investigations revealed that the procurement conditions in the tender process were allegedly tailored to favor specific foreign companies, bypassing standard competitive bidding protocols. This manipulation has sparked questions about the integrity of the procurement system and potential conflicts of interest within the laboratory's administration.
Officials Placed Under Suspension
Alongside Dr. Ajay Sharma, the other officials placed under suspension include:
- Dr. Anand Kumar, Assistant Director of the Serology DNA Division
- Dr. Ramkishan Kumawat, Senior Scientific Scientist
- Dr. Bhawna Poonia, Assistant Director of the Serology DNA Division
All four have been issued Awaiting Posting Orders (APO), effectively suspending them from their current duties while the inquiry proceeds. This move underscores the government's commitment to addressing corruption and ensuring accountability in public institutions.
Appointment of New FSL Director
In the wake of these developments, the government has appointed Dr. R.K. Mishra, Additional Director at the Regional FSL in Bharatpur, as the new Director of the FSL in Jaipur. This appointment aims to restore stability and oversight in the laboratory's operations, ensuring that forensic services continue without disruption while the investigation is ongoing.
The case highlights ongoing challenges in government procurement processes and the need for stringent checks to prevent such financial losses. Authorities have emphasized that strict action will be taken against any individuals found guilty of misconduct, as part of broader efforts to enhance transparency and efficiency in state-run laboratories.
