Rajasthan Government to Establish Committee for Inter-Discom Transfer Policy

In a significant development for the state's energy sector, Minister of State for Energy Hiralal Nagar announced on Friday that a dedicated committee will be constituted to formulate an inter-discom transfer policy. This initiative aims to address long-pending transfer-related issues affecting personnel working across Rajasthan's power distribution companies.

Committee to Examine Transfer Mechanisms

Interacting with mediapersons at the Assembly premises, Nagar revealed that he has directed officials to form a committee that will thoroughly examine all aspects of inter-distribution company transfers. The committee is expected to submit a comprehensive report, with the primary objective of providing clarity and establishing a structured mechanism for transfers among power distribution companies.

The minister emphasized that inter-discom transfers have never been implemented in Rajasthan thus far. He provided historical context, explaining that when power companies were formed in 2000 under the Rajasthan Power Sector Reform Transfer Scheme, employees were initially given an opportunity to opt for postings according to their preferences. At that time, personnel were adjusted based on organizational requirements and available vacancies, but this arrangement was later discontinued.

Current Recruitment System and Policy Gap

Nagar detailed that under the current recruitment system, appointments are made strictly on the basis of merit, with selected candidates being posted against existing vacant positions. Consequently, there is no formal framework to facilitate transfers between different discoms after these initial postings, creating operational challenges and employee concerns.

Reiterating the government's commitment to resolving this issue, the minister assured that the proposed committee will work diligently towards drafting a clear inter-discom transfer policy. This policy is intended to systematically address employees' concerns and create a more flexible and transparent transfer process.

Response to Legislative Assembly Motion

The announcement came in response to an attention motion raised in the Legislative Assembly by MLA Bhagchand Tankda, who sought clarity on the issue of transfers among power company personnel. This parliamentary intervention highlighted the growing need for a standardized policy to manage inter-discom transfers effectively.

The formation of this committee represents a proactive step by the Rajasthan government to modernize its power sector operations and improve working conditions for employees. By establishing a formal transfer policy, the state aims to enhance operational efficiency, boost employee morale, and ensure a more equitable distribution of human resources across its power distribution network.
