The Mukhyamantri Yuva Udyami Yojana, also referred to as Mukhyamantri Yuva Udyami Vikas Abhiyan (MYUVA or CM YUVA), stands as a flagship initiative of the Uttar Pradesh government. Launched during the 2024-25 fiscal year under Chief Minister Yogi Adityanath, the scheme is designed to foster self-employment and entrepreneurship among the state's educated and skilled youth. It facilitates the establishment of micro-enterprises in manufacturing, services, franchises, and business-on-wheels sectors.
Objectives and Targets
The primary objective is to promote self-employment and entrepreneurship among educated and trained youth in Uttar Pradesh. The scheme aims to create new micro-enterprises across various sectors, targeting support for 1 lakh young entrepreneurs annually. Over a decade, the goal is to generate 10 lakh self-employment opportunities, thereby reducing unemployment and fostering economic growth in both rural and urban areas while building a robust entrepreneurial ecosystem.
Eligibility Criteria
Eligible beneficiaries are permanent residents of Uttar Pradesh aged between 21 and 40 years, possessing at least an 8th standard education. Applicants must hold a skill training certificate, diploma, or degree from a recognized institution. Special preference is given to those trained under government schemes like ODOP, Vishwakarma Shram Samman Yojana, UP Skill Development Mission, or SC/ST/OBC training schemes. Priority is also extended to unemployed youth, women, SC/ST, OBC, minorities, and persons with disabilities. Applicants should not be bank defaulters and must not have availed similar interest or capital subsidy benefits under other central or state schemes, except PM SVANidhi.
Financial Benefits
Under the scheme, eligible youth can avail interest-free and collateral-free loans of up to ₹5 lakh for project costs. A 10% margin money subsidy is provided on the total project cost to reduce the beneficiary's contribution. Loans are disbursed directly to the beneficiary's bank account for transparency. The financial assistance covers a wide range of activities, including manufacturing units, service sector businesses, franchise models, and mobile or business-on-wheels ventures.
Training and Mentorship
Beneficiaries receive free or subsidized online entrepreneurship training through a 5-day course plus assessment conducted by UPICON, leading to government-recognized certification. Assistance is provided in preparing bankable project reports, Udyam registration, GST registration, and business ideation. Access to workshops, webinars, expert talks, mentorship, and supplier networking platforms is also available. New enterprises are supported through incubation and nurturing via dedicated digital platforms and helplines.
Application Process
Applications are processed online through the official MSME portal at msme.up.gov.in or cmyuva.org.in. Candidates must register as new users or log in, fill the application form with personal details and project information, and upload required documents such as Aadhaar, age and residence proof, skill or training certificate, project report, bank details, and photographs. Completion of the recommended online entrepreneurship training and assessment is advised as it aids in loan processing. Applications are verified, and loans are processed through empaneled banks.
Scheme Achievements
The scheme has met with instant success, with thousands of applications received soon after its launch. Over 68,000 young entrepreneurs have received interest-free and collateral-free loans totaling ₹2,751 crore. This has enabled thousands of youth to establish micro-enterprises in manufacturing, services, and related sectors, turning them into job creators and promoting self-reliance across rural and urban Uttar Pradesh.
