FIR for Forged Certificate in Security Licence Case

Police in Ahmedabad have initiated a formal investigation after a serious complaint surfaced regarding the fraudulent procurement of a private security agency licence. The case centres on the alleged fabrication of a mandatory training document.

Complaint Filed by Licensing Authority Clerk

The First Information Report (FIR) was registered by the Navrangpura police on Wednesday based on a complaint from Surendra Chaturvedi (55). Chaturvedi serves as the chief clerk in the private security agencies (PSA) branch at Police Bhavan in Gandhinagar. His official duties include verifying documents submitted for private security licences under the supervision of the additional director general of police.

How the Forgery Was Uncovered

The alleged irregularity came to light during a routine scrutiny of licence application documents submitted by a firm named Blue Gull Protection Agency, which is owned by Bipin Mistry. During subsequent questioning, Mistry reportedly disclosed to the authorities that he had sought assistance from a Navrangpura-based firm called Legal ADDA to facilitate the licence acquisition process.

According to police statements, the owner of Legal ADDA, Ravirajsinh Gohil, allegedly assured Mistry that the licence could be arranged without the need to undergo the mandatory training or make visits to government offices. For this service, a total of Rs 1.60 lakh was allegedly collected from Mistry in instalments through digital transactions.

The Fabricated Certificate Details

As part of the licence application, a training certificate was submitted. This document was purportedly issued by the Alpha Security Service and Training Institute located in Bharuch. It indicated that the applicant had undergone training from August 1 to August 7.

However, Bipin Mistry later stated to the police that he never attended any such training session. He also claimed he had no knowledge of Jaswantsinh Niyoliya, whose name and signature appeared on the submitted certificate as the issuer.

Legal Action Under New Law

The Navrangpura police have registered offences under the relevant sections of the Bharatiya Nyaya Sanhita, 2023. The charges include forgery, using a forged document as genuine, cheating, and criminal conspiracy. This case highlights the scrutiny applied to the private security sector and the legal consequences of attempting to bypass mandatory regulations.
