Pathanamthitta District Police Chief R Anand has announced that the stringent Kerala Anti-Social Activities (Prevention) Act, commonly known as the Kaapa Act, will be imposed once again against Subin Alexander Chacko, also identified as Marana Subin. This development follows his arrest in connection with the brutal gang rape of a spa employee in Thiruvalla.

Repeat Offender Faces Renewed Legal Action

Chacko, aged 27, was previously released in March 2025 after serving six months of preventive detention under the same Kaapa Act. His renewed targeting under this legislation highlights the serious nature of the current allegations and his perceived threat to public order.

The case involves multiple accused, with Berlin Das (38) also arrested alongside Chacko. Authorities report that four other individuals connected to the incident are currently evading capture. To expedite the investigation, a special team has been constituted under the supervision of the Thiruvalla Deputy Superintendent of Police (DSP).

Police Investigation Uncovers Disturbing Details

Police Chief Anand detailed the initial response, noting that the special branch received the first tip-off about the gang rape. Despite the absence of a formal complaint at that stage, officers promptly visited the spa establishment. They recorded the survivor's statement, officially registered a case, and launched a comprehensive investigation.

"The probe team is actively investigating whether this assault was the result of a 'quotation' or a contract attack," Anand stated. He clarified that while the spa owner has not yet filed a formal complaint regarding this specific angle, the possibility is being thoroughly examined. Furthermore, Anand confirmed that the activities of all spas in the Thiruvalla area will be scrutinized as part of the wider investigation.

Allegations of Business Rivalry and Corruption Emerge

In a significant twist, the spa owner, Dr. Sanjay, has come forward with allegations. He claims that a 'quotation' was issued by a rival spa owner with the malicious intent of sabotaging his business. Dr. Sanjay has gone further, alleging an "unholy alliance" between certain police elements and gangsters behind the orchestrated attack.

Survivor's Harrowing Account

The survivor provided a chilling account of the ordeal to investigators. She described how a group of approximately ten individuals arrived at the spa. The assailants explicitly told her the attack was a 'quotation.' She also expressed suspicion that Chacko appeared to be under the influence of narcotics during the incident.

The trauma escalated as the room was locked from the inside. For a harrowing 35 minutes, she was subjected to a brutal gang rape. The attackers compounded the physical violence by threatening her with a knife held to her neck, leaving her utterly terrorized.

The Kerala police's decision to reapply the Kaapa Act underscores their commitment to tackling severe criminal activities and preventing accused individuals with a history of antisocial behavior from evading justice. The investigation continues as authorities pursue the remaining fugitives and unravel the full conspiracy behind this heinous crime.
