PD Act Invoked Against Gang War Accused KTM Pandu in Andhra

Andhra Pradesh Government Takes Stern Action Against Notorious Gang Leader

In a decisive move to curb criminal activities, the Andhra Pradesh government has invoked the Preventive Detention (PD) Act against Koduri Manikanta, popularly known as KTM Pandu (26). This marks the second time the PD Act has been applied to Pandu, who is the primary accused in the infamous 2020 gang-war clashes that led to the murder of Thota Sandeep in Vijayawada.

Background of the 2020 Gang War Incident

The violent gang war erupted in 2020 within the limits of the Patamata police station in Vijayawada. Dozens of youths from two rival gangs engaged in brutal confrontations, wielding sticks, rods, and blades over a contentious land dispute in the city. This incident severely disrupted public safety and highlighted the escalating gang violence in the region.

Extensive Criminal History and Legal Proceedings

KTM Pandu has a long and troubling criminal record. A rowdy sheet was officially opened against him in 2020, and since then, he has been implicated in numerous cases. Police records indicate that four cases were registered against him in 2023 and one in 2024. In total, Pandu faces accusations in 18 cases, including three new offences that prompted authorities to reinvoke the PD Act in 2024.

His alleged crimes span a range of serious offences:

  • Murder
  • Attempted murder
  • Criminal intimidation
  • Ganja (marijuana) sales

Officials have noted that Pandu has been actively instigating gang wars in the Penamaluru area, spreading fear among residents and persistently undermining law and order. Currently, he is serving a jail term at the Rajamahendravaram central prison in connection with various cases registered against him.

Government and Police Response

The decision to invoke the PD Act was based on a comprehensive report prepared by Krishna District Superintendent of Police V Vidyasagar Naidu. This report was forwarded by Krishna District Collector DK Balaji to the state government, emphasizing Pandu's continuous involvement in anti-social activities and his detrimental impact on societal peace.

SP Vidyasagar Naidu stated, "We have identified another 15 individuals in the district involved in similar offences. Those with two or more criminal cases are being shortlisted, and detailed reports are being compiled to potentially invoke the Preventive Detention Act against those found guilty of serious crimes."

This proactive approach underscores the government's commitment to tackling organized crime and ensuring public safety across Andhra Pradesh.
