The State Investigation Agency (SIA) of Jammu and Kashmir has initiated proclamation proceedings against Bilal Shabir Awan, an absconding accused in a narco-terror case linked to heroin smuggling orchestrated by a Pakistan-based terror network. The case, registered under the Unlawful Activities (Prevention) Act (UAPA) and the Narcotic Drugs and Psychotropic Substances (NDPS) Act, involves the seizure of a significant quantity of heroin and the uncovering of a cross-border conspiracy to fund terrorist activities in the Kashmir Valley.
Details of the Case
According to the SIA, Awan is a key operative in a network that smuggles heroin from across the border into Jammu and Kashmir. The agency has evidence linking him to the procurement and distribution of narcotics, with proceeds channeled to terror groups operating in the region. The proclamation proceedings were initiated after repeated attempts to secure his presence for investigation failed, and he was declared an absconder by a competent court.
The SIA has urged the public to provide any information regarding Awan's whereabouts, warning that harboring or assisting him would attract legal consequences. The agency has also attached properties belonging to the accused in previous cases to dismantle the financial infrastructure of narco-terror networks.
Impact and Broader Context
This development is part of the larger "Nasha Mukt Bharat" (Drug-Free India) campaign and the government's crackdown on narco-terrorism, which the SIA describes as a dual threat to national security and public health. The agency has emphasized that the nexus between drug traffickers and terror outfits poses a serious challenge to the region's stability.
In a statement, an SIA spokesperson said, "The proclamation proceedings are a crucial step in ensuring that absconders are brought to justice. We are committed to dismantling narco-terror networks that exploit the youth and fund violence." The case highlights the ongoing efforts by security agencies to curb cross-border crime and terror financing in Jammu and Kashmir.
The SIA has also sought cooperation from other law enforcement agencies and the public to track down Awan, who is believed to be hiding in the Kupwara sector or across the Line of Control. The agency has warned that those found aiding him will face legal action under the UAPA.
