Thane Police have made character verification mandatory for all bouncers deployed at bars and permit rooms within the Thane City Police jurisdiction. This measure is part of a comprehensive prohibitory order issued under sections of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

Key Provisions of the Order

The order, issued by Thane Police Commissioner Ashutosh Dumbare, is effective from April 24 until June 22, 2026. It bars establishments from employing anyone with a criminal record in the past 10 years without prior police authorisation. Any forcible removal of unruly or intoxicated patrons must be video-recorded, and owners must retain 30 days of CCTV footage covering all critical areas, including seating zones and bar counters.

Operating Timings and Music Restrictions

All establishments must shut by 1:30 am, with last orders for food and alcohol no later than 1:15 am. Indoor music must stop by 1:30 am, while outdoor performances are capped at 10 pm. Owners are personally accountable for the safety and dignity of guests, particularly women, and must manage parking and traffic outside their premises.

Additional Requirements

  • Establishments hosting foreign artists must notify police 15 days in advance and furnish passport and visa details.
  • A display of "No Drugs Allowed" signage is mandatory.
  • Violations will attract criminal prosecution under Section 223 of the Bharatiya Nyaya Sanhita (BNS).
  • Age verification has also been tightened.

Despite the orders, citizens allege that bars continue to operate in violation of prescribed guidelines.
