Amit Shah Leads High-Level Strategy Session on Seemanchal Security and Development
In a significant move to bolster internal security and curb cross-border threats, Union Home Minister Amit Shah chaired a comprehensive meeting in Purnia, Bihar, on Friday. The high-level gathering focused on developing a robust strategy to tackle infiltration, combat drug trafficking, and enhance security measures in the sensitive Seemanchal region.
Coordinated Action Plan to Address Infiltration and Drug Trafficking
The deliberations centered on formulating a coordinated action plan to address persistent infiltration issues in the Seemanchal belt, which borders Nepal and Bangladesh. Officials worked out detailed measures to check drug trafficking across the open borders and enhance vigilance in sensitive districts. According to sources, the local administration in each Seemanchal district will prepare a detailed report, supported by photographs, to identify illegal constructions and sensitive border locations.
Deputy Chief Minister and State Home Minister Samrat Choudhary, who returned to Patna after the meeting, emphasized the government's clear policy on infiltrators. "The government policy is very clear in this regard. No one can play with the security of the country, and every infiltrator has to be removed from the country and Bihar as well," he stated firmly.
Focus on Border Encroachments and Vibrant Villages Programme
The meeting also prioritized removing encroachments within a 10-kilometer radius of border areas and boosting development under the Centre's Vibrant Villages programme. This initiative aims to strengthen the security and infrastructure of border villages, addressing both developmental and security concerns simultaneously.
Claims of infiltration by Bangladeshis and Rohingyas have been repeatedly made in recent years, with the government maintaining that demographic changes have contributed to the situation. On Thursday, Shah had asserted that the BJP, after winning the West Bengal assembly election, would weed out infiltrators from Seemanchal as well as the entire country.
Strategic Importance of Seemanchal Region
The Seemanchal region, comprising Purnia, Araria, Kishanganj, and Katihar districts, lies close to the Bangladesh border and is considered the gateway to the strategic Siliguri Corridor, often referred to as the 'Chicken Neck Corridor'. This narrow stretch connects the seven northeastern states with the rest of the country, making it a critical route for national integration.
Security agencies have expressed concerns that anti-national elements could attempt to disrupt this crucial corridor in an effort to isolate the northeast and threaten national security. The meeting addressed these vulnerabilities and explored ways to fortify the region against such threats.

The meeting, which lasted approximately two-and-a-half hours, was held on the third and final day of Shah's Seemanchal visit. It was attended by senior state and central officials, including:

- Senior officials from the Union Home Department
- Representatives from Sashastra Seema Bal (SSB)
- Officials from the Narcotics Control Bureau

After the meeting concluded, Amit Shah departed for Delhi, marking the end of his focused visit to the region. This comprehensive strategy session underscores the government's commitment to addressing security challenges while promoting development in border areas.
