Congress Nominates Anurag Sharma for Rajya Sabha Seat in Himachal Pradesh
In a strategic move, the Congress party in Himachal Pradesh has nominated Anurag Sharma, the president of the Kangra District Congress Committee, for the upcoming Rajya Sabha election scheduled for March 16. Sharma, aged 48, filed his nomination papers on Thursday at the state legislative assembly secretariat in Shimla, in the presence of Chief Minister Sukhvinder Singh Sukhu, state Congress president Vinay Kumar, cabinet ministers, and other senior party leaders.
Political Significance and Cautious Strategy
The opposition Bharatiya Janata Party (BJP) has chosen not to field a candidate this time, leaving the field open for Sharma. This decision comes after a significant setback for the Congress in the 2024 Rajya Sabha elections, where their candidate lost despite holding 40 seats in the 68-member legislative assembly. To avoid internal dissent and cross-voting that marred the previous election, the Congress has adopted a cautious approach by nominating a candidate from the hill state itself.
Anurag Sharma, a transport businessman from Bir panchayat in the Baijnath assembly constituency of Kangra district, is considered close to Chief Minister Sukhu. He also serves as the current president of the Billing Paragliding Association, which organizes the Paragliding World Cup, highlighting his involvement in local activities beyond politics.
Sharma's Vision and Political Background
Addressing the media after filing his nomination, Sharma expressed confidence that the Congress would win all 15 Assembly seats in Kangra district in the 2027 legislative assembly elections, aligning with the chief minister's vision of "Mission Repeat." He also announced plans for the party to soon unveil its district and block committees in Kangra.
In Parliament, Sharma pledged to strongly advocate for key issues affecting Himachal Pradesh, including the discontinuation of the revenue deficit grant (RDG), changes to the structure of the MGNREGA scheme, and a demand for the BJP-led NDA government to release a white paper on jobs provided to youth.
Sharma's political journey began in 1994 as a member of the National Students' Union of India (NSUI), the student wing of the Congress, during his college days. He was appointed president of the Kangra District Congress Committee in January this year, following earlier roles in the Youth Congress and as joint secretary of the Pradesh Congress Committee from 2014 to 2019. Hailing from a staunch Congress family, his father, Pyare Lal, served multiple terms as pradhan of Bir panchayat.
Electoral Context and Party Dynamics
Kangra district holds political significance in Himachal Pradesh, accounting for 15 of the state's 68 Assembly constituencies, making it the most populous district. The lone Rajya Sabha seat is being vacated by BJP leader Indu Bala Goswami, also from the Baijnath assembly constituency, on April 8. Currently, all three Rajya Sabha seats from the state are held by BJP members, while the Congress holds a clear majority in the state legislative assembly with 40 seats compared to BJP's 28.
The Congress's cautious nomination follows a setback in the February 2024 Rajya Sabha polls, where their candidate Abhishek Manu Singhvi lost despite having 40 Assembly seats and support from three independents. Cross-voting by six rebel Congress MLAs and three independents led to BJP's Harsh Mahajan winning the seat, after which all nine legislators joined the BJP, causing political turbulence in the state.
Selection Process and Leadership Endorsement
Before finalizing Sharma, several other names were considered by the Congress. Central leaders in contention included Himachal Pradesh party in-charge Rajani Patil and party national spokesperson Pawan Khera. Among state leaders, health minister Colonel Dhani Ram Shandil (retd.), former state party president Pratibha Singh, and former ministers Kaul Singh Thakur and Asha Kumari were under consideration. Names of advisers to Chief Minister Sukhu—Sunil Bittu (political), Gokul Butail (IT), and Naresh Chauhan (media)—were also discussed.
Chief Minister Sukhu emphasized that senior Congress leader Rahul Gandhi advocated for selecting a genuine party worker—someone connected with the party, rather than those already holding government positions or party offices. Choosing a local party worker from Himachal fulfills public sentiment and inspires party workers to believe that dedication and long-term service can lead to higher responsibilities within the Congress.
Sukhu added that this time, the Congress does not have any fear, as those party leaders lacking integrity were already "sold" in the previous legislative assembly bypoll, indicating a renewed focus on loyalty and grassroots support.
