Delhi Government Implements Major Bureaucratic Reshuffle, Affects 72 Senior Officers

In a significant administrative overhaul, the Delhi government has executed a major bureaucratic reshuffle, transferring or assigning additional charges to a total of 72 senior officers. This move impacts key departments across the capital, aiming to streamline governance and enhance efficiency.

Comprehensive Overhaul Across Cadres

The reshuffle encompasses officers from two primary cadres: the Arunachal Pradesh–Goa–Mizoram and Union Territory (AGMUT) cadre of the Indian Administrative Service (IAS) and the Delhi, Andaman and Nicobar Islands Civil Service (DANICS). Specifically, 36 officers from each cadre have been affected, totaling the 72 senior officials involved in this restructuring.

This extensive reorganization follows the recent transfer of several IAS officers out of Delhi and the posting of numerous new officers to the Capital, indicating a strategic realignment of administrative resources.

Key Appointments and Additional Charges

Among the notable changes, Santosh D Vaidya, a 1998-batch IAS officer, has been appointed as the principal secretary of the Home department. In addition to this crucial role, he will also shoulder the additional responsibilities of finance, planning, and industries, consolidating key economic and administrative functions under his purview.

Similarly, Bipul Pathak, a 1992-batch IAS officer who serves as the additional chief secretary for Social Welfare, has been given additional charge of the SC/ST/OBC department. This move aims to integrate social welfare initiatives with targeted support for marginalized communities.

Health, Education, and Civic Body Restructuring

In the health sector, Rupesh Kumar Thakur, a 2006-batch IAS officer and CEO of the Delhi Urban Shelter Improvement Board (DUSIB), has been appointed as the secretary of Health and Family Welfare. He replaces Nikhil Kumar, a 2002-batch IAS officer, who has been reassigned as the commissioner of Trade and Taxes.

The education department has also witnessed significant changes. Sanjeev Ahuja, a 2011-batch IAS officer who recently joined the Delhi government, has been appointed as the secretary of Education. He will additionally oversee higher education and technical education. Pandurang K Pole, a 2004-batch IAS officer previously holding this role, has been shifted to the general administration department and given additional charge as labour commissioner.

At the district level, Sunny Kumar Singh, the New Delhi district magistrate and a 2018-batch IAS officer, has been assigned additional charge as special secretary of Power, filling a vacancy left by the transfer of Ravi Dadhich.

Municipal and Water Board Appointments

The reshuffle extends to civic bodies, with IAS officers Sanjeev Kumar Mittal, B S Jaglan, and Satyendra Singh Dursawat appointed as additional commissioners in the Municipal Corporation of Delhi (MCD).

In the Delhi Jal Board (DJB), Swetika Sachan, a 2014-batch IAS officer and deputy commissioner in MCD, has been posted as the member of Administration. Aman Gupta, a 2013-batch IAS officer who was awaiting posting after his transfer from the Andaman and Nicobar Islands, has replaced Jaglan in DJB, ensuring continuity in water management and administrative functions.

District-Level Assignments

Further district-level appointments include Hari Kallikkat, a 2018-batch IAS officer, who has been appointed as the district magistrate of West Delhi. Additionally, Vishakha Yadav, a 2020-batch IAS officer, will take charge as the district magistrate of Outer North Delhi, reinforcing administrative leadership at the grassroots level.

This comprehensive reshuffle by the Delhi government underscores a proactive approach to administrative management, aiming to optimize officer placements across critical departments and enhance public service delivery in the capital.
