The Election Commission of India has officially declared the schedule for the biennial Rajya Sabha elections, set to fill 37 vacant seats across 10 states. Among these, Odisha holds significant attention with four seats up for grabs, sparking intense political speculation and strategic maneuvering among major parties.

Odisha's Seat Distribution and Political Calculations

Based on the current assembly strengths in Odisha, the Bharatiya Janata Party (BJP) is positioned to secure two seats comfortably, while the Biju Janata Dal (BJD) is expected to claim one. The fourth seat, however, remains a point of contention, as no single party possesses the requisite numbers to win it outright. This has led to widespread buzz in political circles that the BJP and BJD might reach a consensus on a joint candidate, potentially an eminent Odia personality, to avoid a contested election.

The elections, scheduled for March 16, aim to fill vacancies created by the expiry of terms for current Rajya Sabha members. In Odisha, these include BJP's Sujeet Kumar and Mamata Mohanta, along with BJD's Muzibulla Khan and Niranjan Bishi, whose terms conclude on April 2.

Assembly Numbers and Strategic Alliances

With 79 Members of the Legislative Assembly (MLAs) and support from three Independents, the BJP commands enough strength to secure two seats without difficulty. The BJD, with 50 MLAs, is assured of one seat. The Congress party, holding only 14 MLAs, lacks the numbers to compete independently for the fourth seat, necessitating an understanding between two of the three major parties to fill this position.

Historical precedents suggest potential collaboration, as the BJD previously backed the BJP in 2019 and 2024 to elect Ashwini Vaishnaw to the Rajya Sabha, despite having sufficient numbers to field its own candidate at the time. This past support fuels expectations of renewed negotiations between the parties for the current elections.

Potential Nominees from BJP and BJD

Within the BJP, speculation is rife over possible candidates. Names under consideration include state unit president Manmohan Samal, who led the party's assembly election campaign; Odisha in-charge and former Rajya Sabha MP Vijaypal Singh Tomar; and former state BJP president Samir Mohanty. The party may also consider re-nominating Sujeet Kumar, who recently returned to the Rajya Sabha in a December 2024 by-election after quitting the BJD. Additionally, there is talk of former Odisha governor and ex-Jharkhand Chief Minister Raghubar Das, as well as former Union minister Smriti Irani, being potential choices.

On the BJD side, corporate leader-turned-politician Santrupt Misra, who contested from the Cuttack Lok Sabha seat in 2024, is being mentioned as a possible nominee. Another name circulating in party discussions is Sujata Karthikeyan, a former IAS officer who took voluntary retirement and is the wife of V K Pandian, a key figure in the party.

As the election date approaches, political strategies and candidate selections will continue to evolve, with Odisha's four Rajya Sabha seats serving as a critical battleground for influence and representation in the Upper House of Parliament.
