Taranjit Singh Sandhu Appointed as New Lieutenant Governor of Delhi
In a significant administrative reshuffle, retired diplomat Taranjit Singh Sandhu was appointed on Thursday as the new Lieutenant Governor of Delhi. He replaces Vinai Kumar Saxena, who has been shifted to Ladakh after serving as Delhi LG since May 2022.
Background of the New Delhi LG
Sandhu brings a wealth of diplomatic experience to the role. He served as India's Ambassador to the United States from February 2020 to January 2024, where he maintained close, active, and frequent engagements with the Congressional India Caucus—the largest country-specific caucus in the US House of Representatives. Prior to that, he was India's High Commissioner to Sri Lanka.
In 2024, Sandhu contested the Lok Sabha elections on a BJP ticket from Amritsar but was unsuccessful. His appointment marks a shift in the profile of Delhi LGs, as Saxena was the only one not drawn from retired bureaucrats, having replaced IAS officer Anil Baijal in 2022.

Saxena's tenure was marked by frequent and high-pitched confrontations with the Aam Aadmi Party (AAP) government over a myriad of issues. These ranged from day-to-day governance to major policy decisions, creating sustained tension since AAP came to power in Delhi in 2015.

- Excise Policy Controversy: In July 2022, Saxena recommended a CBI probe into alleged irregularities in the framing and implementation of Delhi's excise policy. This led to the arrest of then Chief Minister Arvind Kejriwal and some senior AAP functionaries. Saxena's shift comes days after Kejriwal and other accused were discharged in the excise case by a Delhi court.
- Control of Services: A major dispute centered on the power to appoint and transfer bureaucrats in Delhi.
- Municipal and Civic Issues: Conflicts arose over the functioning of the Municipal Corporation of Delhi, mayoral elections, and the redevelopment of government schools and hospitals.
- Environmental and Governance Matters: Sharp exchanges occurred regarding the management of the 2023 Delhi floods, handling of civic issues, and allegations of irregularities in projects like Delhi Jal Board finances and Mohalla Clinics.
Despite these conflicts, Saxena was also behind the Delhi Development Authority's green push, playing a key role in developing parks and green spaces along the Yamuna, such as Asita Park and Baansera.

The appointment of Sandhu comes at a time when relations between the BJP-led central government, which appoints the LG, and the Delhi government have normalized. Officials attribute this normalcy to both entities being run by the same political party, reducing the historical tussle that has characterized Delhi's governance since 2015.
A retired Delhi government official commented, "Sandhu's appointment is set to bring a new phase in Delhi's administrative leadership. He is known for his diplomatic experience and long career in international affairs and is likely to use his experience in shaping Delhi's administration alongside the elected government."
