Residents of Sector 7 in Panipat have expressed strong anger over the supply of dirty water and sewage flowing onto roads, accusing officials of the Haryana Shahari Vikas Pradhikaran (HSVP) of neglecting basic amenities for eight years. The Residents’ Welfare Association (RWA) members held a press conference on June 26, 2026, to voice their grievances.
RWA Leaders Allege Negligence by HSVP Officials
Randhir Singh, President of the RWA, and Rampat Nain, Vice President, stated that a 5 MLD Sewage Treatment Plant (STP) for Sectors 7 and 8 was planned but never installed. As a result, sewage is being discharged into open areas at four locations near the railway lines. They also reported that residents have been receiving dirty, soil-mixed water for the past ten days, making it unfit for drinking and bathing.
The RWA leaders accused departmental officials of not taking their responsibilities seriously. “Files are not being moved from one table to another,” they alleged, blaming the lethargic attitude of HSVP officials for the harassment faced by residents. They questioned why basic amenities are not provided despite residents paying property tax and development tax.
Previous Complaints Unresolved
The RWA members claimed that they had raised the issue with Education Minister Mahipal Dhanda, the Chief Administrator of HSVP in Panchkula, the Administrator in Rohtak, the Estate Officer in Panipat, and the SE/XEN of HSVP, but no action was taken. Residents from Sectors 6, 8, 13/17, 18, and 24 also expressed anger over the lack of basic amenities, alleging that the department collects taxes but does injustice to them.
Community Centre and STP Projects Stalled
Baljeet Singh, convener of the Haryana State HUDA Sectors Confederation, highlighted that construction of a community centre in Sector 7 began in February 2024 and was scheduled to be completed by February 2025, but the contractor abandoned the project midway, taking away equipment. The project was estimated to cost Rs 6 crore. Similarly, a 5 MLD STP for Sectors 7 and 8, with an estimated cost of Rs 27.68 crore, had its tender not allotted even though the Chief Administrator approved and sanctioned the amount one-and-a-half years ago. Singh alleged that the XEN of Panipat, stationed in Rohtak, does not provide information on development works to RWAs.
Exploitation Through Water Charges
Baljeet Singh further alleged that HSVP supplies potable water to residents at five times the cost charged by the Municipal Corporation, calling it a direct example of exploitation.
Planned Protests
The RWA members announced that they will visit Rohtak on July 8 to stage a protest and submit a memorandum to the HSVP Administrator. They warned that if their problems are not resolved, residents will begin an indefinite dharna at the Estate Office, HSVP, Sector 18, from July 21.
