In a significant push to upgrade its administrative infrastructure, the Bihar government has initiated a focused training drive for engineers and contractors involved in constructing new block and circle offices. The programme was launched by Building Construction Department Secretary Kumar Ravi in Patna on Saturday.

Secretary's Strict Directives on Quality Control

Kumar Ravi inaugurated the two-day training session at the Convention Hall in Patna, setting clear expectations for all stakeholders. He instructed engineers and contractors to strictly follow all technical standards and specifications without any deviation. The secretary issued a stern warning that any negligence or departure from the prescribed norms would result in strict disciplinary action.

Emphasising the need for constant oversight, Ravi mandated that a dedicated site engineer must be present at every construction site for the entire project duration. This official will be personally responsible for monitoring daily progress and ensuring quality is maintained at every single stage of construction.

Technical Sessions and Future Plans

The first day of the training featured in-depth technical sessions led by senior officials, chief engineers, and departmental experts. Key areas covered included:

  • Architectural planning and structural design principles
  • Electrical installations and systems
  • Efficient project execution methodologies
  • Rigorous quality inspection protocols

Ravi announced that such targeted training programmes would be organised regularly in the future. This initiative aims to keep all stakeholders updated and perfectly aligned with the department's high expectations for quality and timeliness.

Part of a Major State Infrastructure Drive

This training forms a crucial part of the state government's ambitious plan to overhaul its rural administrative infrastructure. The drive involves replacing dilapidated government offices in 240 blocks and constructing brand-new office-cum-residential complexes in 59 blocks.

The government has approved substantial funds for this massive project. For the construction of an office and residential complex, the approved cost is over Rs 30 crore per block. Furthermore, over Rs 16 crore per block has been sanctioned for constructing new offices to replace old, crumbling buildings. This investment underscores the state's commitment to providing robust and functional workspace for its officials across Bihar.
