In the wake of back-to-back electoral defeats in the 2017 and 2022 state assembly polls, the Indian National Congress has significantly intensified its political activities in Uttarakhand, setting its sights on the upcoming 2027 elections. The party has formally commenced its election groundwork by delegating critical poll-related responsibilities to four senior leaders: Pritam Singh, Harak Singh Rawat, Yashpal Arya, and Ganesh Godiyal.

Presently, the Congress holds 20 seats in the 70-member Uttarakhand Legislative Assembly. In stark contrast, the ruling Bharatiya Janata Party commands a formidable majority with 47 legislators, more than double the strength of the principal opposition party. The 2017 assembly election saw the Congress managing to secure only 11 seats as the BJP achieved a sweeping victory across the state. The 2022 election marked a significant historical milestone, as it was the first instance where a political party successfully retained power in Uttarakhand since the state's formation.
Strategic Overhaul to Challenge BJP Dominance
Determined to disrupt the BJP's consecutive winning streak, the Congress is actively developing and implementing a multi-pronged electoral strategy. A core component of this renewed approach involves giving substantial preference to youth candidates, women leaders, and individuals who demonstrate a strong winnability quotient in their respective constituencies.
Harak Singh Rawat, a former minister and the chairman of the Congress election management committee, provided crucial insights into the party's evolving ticket distribution philosophy. "Seniority would no longer be the sole or primary criterion for ticket allocation," Rawat emphasized. "Even established senior leaders should not consider their tickets to be automatically confirmed. Our focus is squarely on identifying and fielding candidates who possess a robust and verifiable chance of securing victory in their electoral battles."
Dismissing assertions from certain party figures who claimed their nominations were assured, Rawat further clarified the party's stringent selection process. "To illustrate the point, even my own ticket is not confirmed at this stage," he stated. "Ticket distribution will occur only after a comprehensive, detailed, and objective assessment of each prospective candidate's profile, grassroots connect, and electoral potential."
