Haryana Governor Credits BJP's 'Red Carpet' Policy for State's Investment Surge
In a significant address during the inaugural session of the Haryana Assembly's budget meeting, Governor Ashim Kumar Ghosh lauded the Nayab Saini-led BJP government for its transformative governance. He emphasized that the administration has successfully replaced bureaucratic "red tape" with a welcoming "red carpet," positioning Haryana as one of India's most reliable and attractive destinations for investors.
Record Reforms and Economic Milestones
Governor Ghosh highlighted that policy clarity, robust infrastructure, and a reform-driven approach have significantly boosted investor confidence. This has led to unprecedented levels of investment and accelerated employment generation across the state. He pointed to the Business Reforms Action Plan ranking released by the Government of India in November 2025, where Haryana achieved "Top Achiever" status with an impressive score of 99.5%. This accomplishment involved the implementation of 400 challenging reforms, showcasing the state's commitment to improving its business environment.
Key economic achievements include setting new export benchmarks, with total exports reaching Rs 2.75 lakh crore and merchandise exports exceeding Rs 1.61 lakh crore. These figures underscore Haryana's growing prominence in both domestic and international trade markets.
Comprehensive Governance and Social Initiatives
The governor detailed a wide array of measures spanning trade, industry, agriculture, governance, and infrastructure. A particular focus has been placed on creating employment opportunities and enhancing social security for women, girls, and Antodaya families. A landmark step was the passage of the 'Jan Vishwas Bill, 2025' on December 22, 2025, which decriminalized 164 provisions across 42 state Acts. This move is designed to build trust among entrepreneurs by reducing legal complexities.
To foster an ecosystem conducive to ease of doing business, the government has eliminated outdated rules and streamlined complex procedures that previously delayed certifications, licenses, and approvals. Specific improvements include auto CLU approvals, simplified documentation, and self-certification for fire NOCs. Labor reforms have also been advanced, such as extending working hours in shops and permitting women to work night shifts with stringent safety protocols in place.
Industrial Growth and Urban Development
Significant industrial projects are underway, including a new Rs 6,000 crore unit by Maruti Suzuki, set to commence production in April 2026 at IMT Kharkhoda. Under the State Mini Cluster Development Scheme, 49 applications for establishing common facility centers have been approved, with 32 already operational and 17 in the implementation phase. Additionally, the PADMA Policy has identified one special product to further boost local industries.
The governor also outlined a roadmap for inclusive urban growth and enhanced citizen services. This includes initiatives for transparent governance, affordable housing, and a world-class urban transport system. Notable developments include the sanctioning of the Delhi Metro's Red Line extension from Narela to Kundli and the issuance of 127 licenses under the Deen Dayal Jan Awas Yojana across 1,100 acres.

Governor Ghosh reaffirmed the government's dedication to ensuring clean drinking water for every citizen. He called for constructive dialogue, people-centric governance, and inclusive development, emphasizing that the budget session begins with a focus on consensus, constitutional values, and public service. The welfare of the most marginalized and good governance remain top priorities, guided by principles of unity, patriotism, and 'Sabka Saath–Sabka Vikas'.
