Himachal Cabinet Decisions Under Scanner for MCC Violation
Himachal Cabinet Decisions Under Scanner for MCC Violation

The State Election Commission has sought clarification from the Himachal Pradesh government regarding decisions taken during a cabinet meeting held in Shimla on Friday, while the model code of conduct (MCC) for the panchayat raj institutions elections was in force. The action follows a complaint filed by the Bharatiya Janata Party (BJP), which alleged that the government approved several decisions during the cabinet meeting that could directly influence voters and impact the election process.

Commission Initiates Proceedings

Acting on the complaint, the commission initiated proceedings on Saturday. The commission stated that the matter would be examined in accordance with election rules and provisions of the MCC. The move underscores the commission's commitment to ensuring a level playing field during the ongoing panchayat polls.

BJP's Allegations

In the complaint, BJP Rajya Sabha MP Harsh Mahajan alleged that despite the MCC being in force, the cabinet approved new schemes, creation of posts, and sanctioning of departmental offices. He claimed such decisions could amount to a violation of the election code and may be viewed as an attempt to influence voters during the panchayat elections. A BJP delegation, led by election cell convenor J C Sharma, met the state election commission on Saturday and formally submitted a complaint seeking a fair probe and appropriate action in the matter.

Background

The model code of conduct is a set of guidelines issued by the Election Commission to ensure free and fair elections. It prohibits the government from announcing any new schemes or projects that could influence voters once the MCC is in force. The Himachal Pradesh government's cabinet meeting on Friday has now come under scrutiny for allegedly violating these norms.

The State Election Commission is expected to review the cabinet decisions and determine whether they contravene the MCC. If violations are found, the commission may take appropriate action, which could include nullifying the decisions or imposing penalties on the responsible officials.
