Jharkhand's Rural Development Department Pioneers AI Training for Government Staff
In a significant move towards digital transformation, the state rural development department in Jharkhand has officially launched a comprehensive training and capacity-building program focused on Artificial Intelligence (AI) for its employees. This initiative aims to seamlessly integrate AI technology into the execution of various projects, as confirmed by officials on Monday.
First State to Institutionalize AI-Based Capacity Building
Rural Development Minister Deepika Pandey Singh emphasized that Jharkhand is arguably the first state in India where a government department has institutionalized AI-based capacity building for its staff. She highlighted the department's role in implementing critical schemes that directly impact rural communities, stating that the adoption of technology is intended to boost delivery efficiency, transparency, and the speed of project execution.
Establishment of the Gramin AI Support Cell
The department's journey with AI began in October 2025 with the formal establishment of the Gramin AI Support Cell. An official explained that the purpose of this cell extends beyond mere technology adoption; it is designed to systematically and permanently embed AI into the administrative framework. This strategic approach ensures long-term sustainability and effectiveness in leveraging AI for rural development.
Detailed Action Plan and Training Sessions
Vinod Kumar Pandey, an Indian Administrative Fellow associated with The/Nudge Institute, and Chandra Bhushan, under secretary in the department, collaborated to prepare a detailed action plan for AI-based training and digital administration. Following the formation of the AI Support Cell, the department conducted six training sessions between January and February of this year, involving over 40 officers from various administrative levels.
During these sessions, employees were introduced to fundamental AI concepts and practical applications. They received hands-on training in using AI tools for everyday administrative tasks, such as document preparation, data analysis, and reporting. An official noted that employees are now becoming proficient in these areas, and plans are underway to extend the training to officials across different districts.
Future Initiatives and Digital Enhancements
The department has ambitious plans to develop live dashboards for key schemes, including the Pradhan Mantri Awaas Yojana – Gramin (PMAY-Gramin). These dashboards will enable officers to access real-time information on scheme progress, facilitating better decision-making and oversight. Additionally, work is progressing on an Integrated Rural Data Hub, which aims to consolidate data from various schemes onto a single platform for improved accessibility and analysis.
Looking ahead, the department is also focusing on developing AI-based digital services for citizens, as outlined in an official communiqué from the minister's office. This forward-thinking approach underscores the commitment to leveraging technology for enhanced public service delivery in rural areas.
