Prime Minister Narendra Modi, during his official visit to Seychelles, unveiled India's ambitious Mahasagar initiative, emphasizing the Indian Ocean as a collective home for all littoral states. The initiative aims to enhance maritime security, promote sustainable development, and foster regional cooperation in the Indian Ocean region (IOR).
Key Highlights of the Mahasagar Initiative
Addressing a joint press conference with Seychelles President Wavel Ramkalawan, PM Modi stated that the Mahasagar initiative is built on the principles of Security and Growth for All in the Region (SAGAR), which India had previously championed. The new framework seeks to deepen economic ties, improve connectivity, and address common challenges such as piracy, climate change, and illegal fishing.
PM Modi noted that the Indian Ocean is not just a body of water but a shared heritage that connects people and nations. He announced a $500 million line of credit for infrastructure projects in Seychelles, including a new port and coastal surveillance system.
Strengthening Bilateral Ties
During the visit, India and Seychelles signed six agreements covering defense cooperation, renewable energy, health, and digital payments. The two leaders also inaugurated a new airstrip on Assumption Island, built with Indian assistance, which will boost tourism and connectivity in the outer islands.
President Ramkalawan expressed gratitude for India's consistent support, saying, "India has always been a reliable partner in our development journey. The Mahasagar initiative will open new avenues for cooperation and prosperity."
Regional and Global Implications
Analysts view the Mahasagar initiative as a strategic move to counter China's growing influence in the Indian Ocean, where Beijing has invested heavily in ports and infrastructure under its Belt and Road Initiative. India, however, frames its approach as inclusive and transparent.
PM Modi called for a rules-based maritime order and urged all nations to respect international law, including the United Nations Convention on the Law of the Sea (UNCLOS). He also highlighted the need for joint efforts to combat climate change, noting that rising sea levels threaten small island nations like Seychelles.

Earlier, PM Modi interacted with the Indian diaspora in Seychelles, praising their contributions to the local economy and culture. He also visited a solar power plant built with Indian assistance, underscoring India's commitment to green energy.
The visit concluded with a joint statement reaffirming the commitment to deepen the strategic partnership and work together for a peaceful, stable, and prosperous Indian Ocean region.
