Coimbatore Unveils Major Climate Resilience Budget for 2026-27

In a significant move toward environmental sustainability, the Coimbatore Municipal Corporation has presented a dedicated climate budget for the financial year 2026-27. The budget, totaling Rs 627.94 crores, was officially presented by R Ranganayaki on Monday, marking a strategic allocation of funds aimed at long-term climate resilience and urban adaptation.

Key Allocations for Climate Initiatives

The climate budget outlines substantial investments across multiple critical areas. A major portion, Rs 518.68 crores, has been earmarked for comprehensive water resources management and revitalization projects. This includes the restoration of public wells, rejuvenation of Singanallur and Senkulam lakes, and the establishment of sewage treatment plants along the Noyyal river to enhance water quality and availability.

Additionally, Rs 122.50 crores has been allocated to urban greening and biodiversity enhancement, while Rs 7.50 crores is set aside specifically for climate adaptation and heat mitigation efforts. These initiatives will focus on promoting rainwater harvesting systems and implementing cool roof projects to reduce urban heat island effects.

Long-Term Vision and Solar Energy Integration

A corporation official emphasized that the proposed climate plans are designed to run over the next five years, with the current budget allocation for one year to be renewed and expanded in forthcoming years. The official highlighted the integration of renewable energy, stating, "The floating solar panel project operational at Ukkadam Periyakulam is part of this climate project. As an extension, an additional 20 MW floating solar panel installation has been planned."

The energy generated from these solar panels is calculated to compensate for the electricity used at sewage treatment plants, such as those in Singanallur or Ondipudur, thereby reducing carbon emissions and promoting sustainable energy use.

Climate Cell and Grassroots Implementation

The corporation has established a dedicated climate cell to oversee these initiatives. Previously, urban heat islands within city limits were identified, and a database with frameworks for adaptation and reduction was prepared. However, the official noted challenges in grassroots understanding, saying, "Though a framework has been created, grassroots level understanding of climate resilience is a challenge. So, simplified mitigation methods are being prepared."

A separate dashboard for the climate cell is under development to monitor progress. In the first phase, efforts will target reducing rooftop heat on corporation buildings through terrace gardening, solar panel installations, and other innovative ideas. The second phase aims to expand these measures to private buildings, fostering broader community involvement.

Comprehensive Climate-Resilient Projects

Corporation Commissioner M Sivaguru Prabakaran elaborated on the categorization of climate-resilient projects, which indirectly contribute to carbon emission reduction. He explained, "The 24/7 water supply project itself is a climate-resilient model that reduces water wastage and the carbon emitted to pump excess water."

Furthermore, tree plantation and the development of new parks are considered integral to climate resilience, as they enhance urban green spaces. Prabakaran added, "We have planned Miyawaki forests in 100 parks in the upcoming financial year. A detailed project report for at least 50 parks is ready," underscoring the corporation's commitment to expanding green infrastructure and biodiversity across Coimbatore.
